Leader of Opposition in the Delhi Vidhan Sabha, Sh. Vijender Gupta today revealed that on his complaint filed yesterday with the Chief of the Anti-Corruption Branch of the Delhi Government, ACB has initiated a criminal probe into the scam of framing, approving and notifying the APP-based premium bus service Scheme recently notified by the AAP Government to provide huge financial benefit to the Gurgaon-based aggregator platform Shuttl at the huge cost of public exchequer.

He blamed that the manner in which the decision was approved in the Cabinet without bothering to ensure that the due procedure was followed leaves no one in doubt that there was criminal intention to provide unprecedented benefit to the aforesaid private operator.

Leader of Opposition pointed out that the Delhi Dialogue Commission initially prepared a scheme which is found illegal by the Transport Department.  Subsequently, the Minister himself prepares the Scheme and straight away places it before the Cabinet without bothering to examine the legality of the issue, financial implication and revenue loss to the Government.  No one in the Government checked the safety aspect of the scheme notwithstanding the fact that it was going to endanger the lives of thousands of road users and passengers.

The Cabinet decision overlooks the fact that the proposal sets no limit on number of buses, no limit on number of routes and no limit on number of trips on these buses, said Mr. Gupta in the letter to Chief of Anti Corruption Branch.  He emphasized that no Government can allow unlimited of buses on unregulated routes because it concerns public safety.  However, the proposal conveniently overlooks these factors and compromises public safety.  It is strange how a responsible Government can allow reintroduction of red line and blue line buses type of a scheme in the name of A.C. buses in Delhi.

Mr. Gupta highlighted that it can be concluded from foregoing the facts that the entire Scheme has been designed to favour one particular Gurgaon-based bus aggregator platform namely; Shuttl   who is already illegally operating contract carriage buses in Delhi as on date also. The Government in place of panelizing a operator who is flouting law with impunity has chosen to legalize the system.  It is smacks of a big scam.
