<span style="font-size: large;">He said that the plan to produce ethanol from biofuel was initiated when Shri Atal Bihari Vajpayee was the Prime Minister. After 2014, a roadmap was prepared for the Ethanol Blending Programme. He said that besides providing benefit to farmers, this move helped save foreign exchange worth Rs. 4000 crore last year, and the target is to take this number to about Rs. 12,000 crore over the next four years.</span></div>

He urged everyone present to help take the benefits of biofuel to the rural areas.</span></div>

In a bid to to work towards elimination of viral hepatitis by 2030, launched the National Viral Hepatitis Control Program to mark the World Hepatitis Day in an impressive function. At the function, Shri J P Nadda also released the Operational Guidelines for National Viral Hepatitis Control Program, National Laboratory Guidelines for Viral Hepatitis Testing and National Guidelines for Diagnosis and Management of Viral Hepatitis. Shri Manoj Sinha, MoS (Independent Charge), Ministry of Communication also released the Commemorative Stamp at the occasion.</div>

Addressing the participants, Nadda said that under the guidance of Honorable Prime Minister, Shri Narendra Modi the Ministry is aggressively addressing the preventable diseases. Shri J P Nadda said that there has been a paradigm shift in designing the programme. “Programmes are now designed at the ground level and all stakeholders are taken into the consideration. We are now making sure that the last person gets the benefit out of it,” he said.</div>

 Ministry has already launched a campaign to end TB by 2025, five years ahead of global target. He said that the Government now has more than 1100 CBNAAT machines for rapid diagnosis of TB and provides daily regimen with fixed dose combinations. He further said that the programme has also initiated active case finding to screen more TB patients.</div>

Government has also launched the ‘Test and Treat Policy for HIV’ wherein as soon as a person is tested and found to be positive, he will be provided with ART irrespective of his CD count or clinical stage. Adding further, Shri Nadda said that the government has also launched Rotavirus vaccine, Pneumococcal Conjugate Vaccine (PCV), and the Measles-Rubella (MR), Pneumonia vaccine and one thing that was remaining was Hepatitis, today with this launch we will be offering free drugs and diagnostics for hepatitis B & C. “This initiative will provide laboratory testing and management of viral hepatitis with a de-centralized approach,” Shri Nadda said.</div>

Shri Ashwini Kumar Choubey, Minister of State for Health and Family Welfare, said that awareness is a very important component of the program. Smt Anupriya Patel, Minister of State for Health and Family Welfare stated that National Viral Control Program marks the beginning of the nation’s journey to control viral hepatitis thereby reducing mortality and morbidity attributed to it. “It is envisaged that this program will reach large number of people possibly harbouring the infection, She said. Smt Anupriya Patel further added that integrating the intervention within the existing health systems framework under NHM rather than adopting a vertical approach will further complement our efforts in providing more comprehensive care till the grass root level.</div>

It is noted that MoHFW has launched the ‘National Viral Hepatitis Control Program’, with the goal of ending viral hepatitis as a public health threat by 2030 in the country. The aim of the initiative is to reduce morbidity and mortality due to viral hepatitis. The key strategies include preventive and promotive interventions with focus on awareness generation, safe injection practices and socio-cultural practices, sanitation and hygiene, safe drinking water supply, infection control and immunization; co-ordination and collaboration with different Ministries and departments; increasing access to testing and management of viral hepatitis; promoting diagnosis and providing treatment support for patients of hepatitis B &C through standardized testing and management protocols with focus on treatment of hepatitis B and C; building capacities at national, state, district levels and sub-district level up to Primary Health Centres (PHC) and health and wellness centres such that the program can be scaled up till the lowest level of the healthcare facility in a phased manner.</div>

In a bid to assist the wait listed passengers travelling in the Indian Railways, a tool has been developed in this regard. The tool will be helpful to predict the probability of wait listed ticket getting confirmed at the time of booking as well as during Passenger Name Record (PNR) enquiry of wait listed ticket.<br />

The tool has been developed using the algorithm of Machine learning.  The machine learning model has been developed using the waitlisted PNR data of past 2 years.  This model creates the pattern for the various waitlist scenarios and predicts the probability for the future date journey.<br />

Salient features of the scheme:<br />
The tool predicts the probability of waitlist status for General Quota and it also considers the high waitlist scenario of Holiday rush.<br />
<br />
It displays the trend of last waitlist ticket got confirmed for the same journey during previous year.<br />
Prediction of dynamic probability is based on current status.<br />

 Currently this feature is integrated with Indian Railway Catering & Tourism Corporation (IRCTC) website only. In IRCTC website this feature is operational w.e.f. 13 June, 2018 as under:-<br />

When the user is doing the booking transaction, and if the status of accommodation availability of the inputted journey is waitlisted, then the user can check the probability of confirmation.<br />
At the time of PNR enquiry of waitlisted ticket, the user can check the probability of confirmation.</div>

In a bid to give the relief to the people, the GST Council in its 28th meeting held here today has recommended certain amendments in the CGST Act, IGST Act, UTGST Act and the GST (Compensation to States) Act.<br />
<br />
<b>The major recommendations are as detailed below:</b><br />
<br />
<ul style="text-align: left;">
<li>Upper limit of turnover for opting for composition scheme to be raised from Rs. 1 crore to Rs. 1.5 crore. Present limit of turnover can now be raised on the recommendations of the Council.</li>
<li>Composition dealers to be allowed to supply services (other than restaurant services), for upto a value not exceeding 10% of turnover in the preceding financial year, or Rs. 5 lakhs, whichever is higher.</li>
<li>Levy of GST on reverse charge mechanism on receipt of supplies from unregistered suppliers, to be applicable to only specified goods in case of certain notified classes of registered persons, on the recommendations of the GST Council.</li>
<li>The threshold exemption limit for registration in the States of Assam, Arunachal Pradesh, Himachal Pradesh, Meghalaya,Sikkim and Uttarakhandto be increased to Rs. 20 Lakhs from Rs. 10 Lakhs.</li>
<li>Taxpayers may opt for multiple registrations within a State/Union territory in respect of multiple places of business located within the same State/Union territory.</li>
<li>Mandatory registration is required for only those e-commerce operators who are required to collect tax at source.</li>
<li>Registration to remain temporarily suspended while cancellation of registration is under process, so that the taxpayer is relieved of continued compliance under the law.</li>
<li>The following transactions to be treated as no supply (no tax payable) under Schedule III:</li>
<li>Supply of goods from a place in the non-taxable territory to another place in the non-taxable territory without such goods enteringinto India;</li>
<li>Supply of warehoused goods to any person before clearance for home consumption; and</li>
<li>Supply of goods in case of high sea sales.</li>
<li>Scope of input tax credit is being widened, and it would now be made available in respect of the following:</li>
<li>Most of the activities or transactions specified in Schedule III;</li>
<li>Motor vehicles for transportation of persons having seating capacity of more than thirteen (including driver), vessels and aircraft; </li>
<li>Motor vehicles for transportation of money for or by a banking company or financial institution;</li>
<li>Services of general insurance, repair and maintenance in respect of motor vehicles, vessels and aircraft on which credit is available; and</li>
<li>Goods or services which are obligatory for an employer to provide to its employees, under any law for the time being in force.</li>
<li>In case the recipient fails to pay the due amount to the supplier within 180 days from the date of issue of invoice, the input tax credit availed by the recipient will be reversed, but liability to pay interest is being done away with.</li>
<li>Registered persons may issue consolidated credit/debit notes in respect of multiple invoices issued in a Financial Year.</li>
<li>Amount of pre-deposit payable for filing of appeal before the Appellate Authority and the Appellate Tribunal to be capped at Rs. 25 Crores and Rs. 50 Crores, respectively.</li>
<li>Commissioner to be empowered to extend the time limit for return of inputs and capital sent on job work, upto a period of one year and two years, respectively.</li>
<li>Supply of services to qualify as exports, even if payment is received in Indian Rupees, where permitted by the RBI.</li>
<li>Place of supply in case of job work of any treatment or process done on goods temporarily imported into India and then exported without putting them to any other use in India, to be outside India. </li>
<li>Recovery can be made from distinct persons, even if present in different State/Union territories.</li>
<li>The order of cross-utilisation of input tax credit is being rationalised.</li>

Certainly  as a result of 11 vacancies, the government needs 267 to clear the test.</span></p></div>
