AAP expresses regret on the issue of Transparency International survey

AAP has regretted for the error in connection with the confusion with the Transparency International issue. According to AAP sources, it has clarify factual situation regarding recent controversy concerning a survey reportedly done by the Transparency International. Aam Admi party leadr Shazia Ilmi learnt about a survey that showed a dramatic fall in the levels of corruption in Delhi after Aam Aadmi Party government came to power.

Letter said that since the information came from someone who was an employee of Transparency International, she assumed that it was a Transparency International survey. Although she did not give a formal interview to media, she shared this information in public domain. This was reported by Hindustan Times.

Based on this news report, Arvind Kejriwal also made some remarks.

Since then we have come to know that the said survey had no connection with Transparency International and the source of Shazia Ilmi's information had quit Transparency International by then. We regret this error. The Aam Aadmi Party holds Transparency International in highest esteem and offers apologies for any embarrassment that this controversy may have caused to the organisation.

Gadkari files criminal complaint against Arvind Kejriwal

New Delhi: Criminal complaint under Section 499 IPC was filed by Nitin Gadkari, former President of BJP against Arvind Kejriwal. The complaint was presented by Ms. Pinky Anand, Sr. Advocate along with Mr. Ajay Digpaul and Mr. Balendu Shekhar Advocates before the Court of Metropolitan Magistrate Ms. Gomti Minocaha. Patiala House, Delhi.

After hearing the submission of Sr. counsel, statement of the complainant was recorded and the statement of Mr. Neeraj, Advocate. Mr. S. N. Parashar, one of the witness were also present in court.

Gadkari submitted that Mr. Kejriwal is in the habit of making false, malicious and defamatory statements only to gain cheap publicity and gain political mileage. Mr. Kejriwal had on 31,01.14 produced a fabricated list of corrupt politicians including Mr. Gadkari as one of the corrupt politicians. The statement was made only to defame and tarnish the image of Mr. Gadkari who has an impeccable image in the eyes of people at large. Mr. Ashutosh, Spokesperson of AAP also repeated the false statement and also falsely stated that Mr. Gadkari had sent a notice to BJP. No such notice was ever sent by Mr. Gadrkari.

The statement of Mr. Neeraj was also recorded. After hearing the submissions of Ms. Pinky Anand, Sr. Advocate, the court has posted the matter on 22.02.2014 for arguments.

Chidambaram Claims: Indian Economy to be Third Largest by 2043

While presenting the Interim Budget 2014-15, the Union Finance Minister P Chidambaram said that in the next three decades India will become the third largest economy behind USA and China. In future, the fortunes of China and India will have a significant impact on the rest of the world. Therefore, the Indian Government must be responsible not only to itself but to the whole world by keeping the country’s economy in robust health.

The Finance Minister said that the UPA Government has a clear vision of the goals that have been set for itself. The Minister went on to elaborate the ten tasks that his Government intends to take to achieve those goals.

Fiscal Consolidation: A target of fiscal deficit of 3 percent of GDP must be achieved by 2016-17 and must always be kept below that level.

Current Account Deficit: Since the economy will run a Current Account Deficit every year for some more years, it can be financed only by foreign investment, whether it is FDI or FII or ECB or any other kind of foreign inflow. Therefore, foreign investment must be encouraged.

 Price Stability and Growth: In a developing economy where the aim is high growth, a moderate level of inflation will have to be accepted. RBI must strike a balance between price stability and growth while formulating monetary policy.

Financial Sector Reforms: The recommendations of the Financial Sector Legislative Reforms Commission must be implemented immediately as they do not require any change in legislation. Also, a timetable must be drawn for other recommendations that require legislation.

Infrastructure: The country must rebuild its infrastructure and add a huge quantity of new infrastructure. Every proven model must be adopted but the PPP model must be more widely used. New financing structures must be created for long term funds and pooling of investments.

Manufacturing: The Government must focus on manufacturing and especially on manufacturing for export. The Minister proposed that all taxes, Central and State, that go into an exported product should be waived or rebated. He also proposed that there should be a minimum tariff protection so that there is an incentive to manufacture goods in India rather than import them into India.

Subsidies: Given the limited resources, and the many claims on the resources, the Government must choose the subsidies that are absolutely necessary and give them only to the absolutely deserving.

<a name="_GoBack"></a>Urbanisation: The country’s cities will become ungovernable, and perhaps unliveable, if attention is not paid to the decay in these cities. Cities have wealth and also create wealth. But that wealth should be tapped for resources to rebuild the cities with a new model of governance.

Skill Development: Skill development must rank alongside secondary education, university education, total sanitation and universal health care in the priorities of the Government.

Sharing responsibility between States and Centre: States have the fiscal space to bear a reasonable proportion of the financial costs of implementing flagship programmes and must willingly do so, so that the Central Government can allocate more resources for subjects such as defence, railways national highways and telecommunications that are its exclusive responsibility.

The New Delhi Rights Table, a two-day B2B session for publishers, translators, editors and rights agents was organized at Lounge 1, PragatiMaidan for providing business opportunities. Shri A Sethumadhavan, Chairman, NBT, Dr M A Sikandar, Director, NBT, Ms Magda Hadal, translator from Poland, Ms Magdalena Debowska, a Rights agent from Poland among others were present on the occasion.

The renowned Polish author, Olga Tokarczuk’s books ‘Tales of Galacia’ and ‘Wardrobe’ translated into Hindi published by RajkamalPrakashan were launched at Poland Pavillion in the presence of author and translators; Maria Shakuj and Monika Browarczyk. H.E. Mr. Piotr Kłodkowski, Ambassador of the Republic of Poland was also present on the occasion. The interactive session ended with a passage from the Hindi translation of ‘Tales of Galacia’ read out by one of the audience present in the session.

A Tribute to Farooq Shaikh was paid at Auditorium, Hall No. 7 where Ms Dipti Naval, talked about her relationship with Shri Farooq and said that he always believed in team-work rather than competition. The director of the movie SathSath, Shri Raman Kumar also spoke on the occasion. The session was moderated by Shri Raveesh Kumar, journalist and anchor, NDTV. Shri Sheikh being a book lover, promoted the cause of NBT for developing reading habit among people and participated in many book fairs and other events organized by NBT.

Shri RajivaWijesinha, author and High Commissioner of Sri Lanka talked about his two books Mirrored Images and the Bridging Connections both published by NBT at Author’s Corner (Hall 10-11). He said that the poems in the books are based on social upheavals before and after 1983, romance, affection as well as humanity. He expressed his concerns over growing violence. He also added that English language has helped India and Sri Lanka come together.

“If you draw, you write, you never feel bored”, said Ms.TirilValeur, an author and illustrator from Norway at a workshop Illustrating is Fun!organized at the Theme Pavilion in Hall No. 7 by NBT in association with Embassy of Norway. In this workshop Ms Tiril interacted with children and gave them tips to draw good illustrations.

A panel discussion on the topic Issues inContemporary Indian Children’s Literature was organized at the Theme pavilion in which Nilima Sinha, President, AWIC; Dr Ira Saxena, renowned author, Dr Varsha Das, former NBT Director; Dr Usha Dutta from NCERT and Ms Shahdeep Sharma participated. They discussed about the various aspects of the children’s literature, how to publish appealing books for children to make reading enjoyable and marketing of the books etc.

A Talk on Science Communication for Children by Dr V K Tyagi, Senior Scientist of VigyanPrasar was organized at the Theme Pavilion. Dr Tyagi interacted with the children and unfolded facts about magic. He said we need to see an object from six different directions, if we do not focus on all directions, we lose concentration and this is the trick that most of the magicians use.

The other programmes that were organized in the Theme Pavilion included an informal interaction of audience with Shri Debashish Deb, illustrator and Shri Sher Jung Garg, renowned author; a counseling session was by NBT in association with University of Delhi, Department of Continuing Education and Extension; a skit on importance of Water by students of GDGoenka School, Noida, Dance performance (Garba and Bhangra) by the students of SarvodayaKanyaVidyalaya.

Kids-Bubble, a new concept introduced at the New Delhi World Book Fair is attracting a large number of children. Today more than 300 students from various schools participated in art & craft activities and dance & singing competitions.

Ruskin Bond, renowned author had a lively talk with book lovers at Conversations - the Authors’ Corner at Hall No. 12. He said that he started writing when he finished school. He advised young budding authors and said that to be a good author one should be creative and develop their own style and believe in themselves. 
 
A workshop on Theatre for the Young was organized at the Theme Pavilion ‘Kathasagara: Celebrating Children’s Literature’ by NBT in association with Assitej India at the Theme Pavilion. The workshop was conducted by Shri Ashish Ghosh and Shri Subhash Rawat. It was an interactive workshop where children and young learned about the different theatrical skills like creating an interesting story, visualizing characters, expressions etc. The children from various schools and NGOs participated in this workshop. The aim of the workshop was to open up the world of theatre to the children, bring them nearer to books, develop reading habit and explore creativity within them.

MunnavarRana, renowned Urdu poet interacted with readers at LekhakManch (Hall No. 18) and rendered his poems. 
Well-known Polish journalist,WojceichJagielskishared his reportage experiences with people at the Polish Pavilion in Hall No. 7. He said writing is a therapeutic and he is looking forward to write abpout the East-West Exchange of culture and of India particular. 
 
Kashvee R Barjatya, a nine year old-author of the book Lost in The Woods interacted with the book lovers at the Theme Pavilion. She said that reading and writing is a good thing and everyone should read. Even if one does not like to read one should pursue their hobbies. She added that a writer is the most powerful person who can create world of his own. Her book is an adventurous story of seven friends who go out for a picnic. She also rendered poem ‘Mister Zound’ from her books. The programme was moderated by RajjatBarjatya, Managing Director of Rajshri Entertainment (P) Ltd. Kashvee is a voracious reader and is pursuing Indian classical dance and music.</div>

Jaitley on Kejriwal's fall, "The nightmare is over"

New Delhi: Leader of Opposition in Rajya Sabha, Arun Jaitley has commented on the exit of Kejriwal government that the nightmare is finally over. The worst ever State Government that Delhi has ever witnessed has resigned. The AAP party Government decided to submit its resignation to the Lt. Governor. The past 49 days witnessed an unconventional Government. It was a Government without an agenda and without an ideology. It was a Government committed to populism and demagogue.

Clever politics and no governance, this appeared to be the motto of the AAP government in Delhi. This was a Government without a mandate. It had only 28 seats. The BJP was a bigger party. The AAP had no qualms before accepting shamelessly the Congress support in order to prove the majority. Most of its MLAs were inexperienced. They lacked maturity. At times, they were outlandish. They had an agitational approach but were foreign to any form of governance.

Did the AAP government decide to expand the drinking water connectivity in Delhi? Did they seriously conceive of a scheme to increase the healthcare facilities in Delhi? Did they ever think of setting up new schools and colleges? Did they ever think over expanding the technical educational institutions in Delhi? What about taking Delhi Metro to the next phase? Did the idea of more flyovers and better PWD roads ever cross their thinking? These are all areas which add to the quality of life of those living in a large metropolis. These are real areas of governance. The 49-day government had no mind space for any of these issues.

It concentrated its approach only to agitational issues. It agitated against the Home Minister, against the Lt. Governor, against the Commissioner of Police and against the African ladies. Its approach was to concoct falsehood and create imaginary enemies and then carry on propaganda on the strength of attacking the imaginary enemies. It had the arrogance to believe that only its leaders were honest and everybody else was compromised. It started losing popularity with everyday in government. The Party had realized that its leaders sitting in Sachivalaya were ‘a bull in a China shop’. They were more suited to the streets. It therefore crafted an exit route for itself. Its Jan Lokpal Bill was kept as a closely guarded secret till the last day. The ‘Lokpal content’ of the Bill is not radically different from the Central legislation but it wanted to create a false propaganda that its Bill is a revolutionary one in comparison to the central law. It decided to defy the conventional procedure for legislative approval in order to invent a pretext for resignation.

The AAP Government has exited. It defied the hopes of many who wanted to see an alternative politics emerge. The alternative politics was populism, demagogue, falsehood but no governance. Thank God, the nightmare is over.

New Delhi: President Prabanab Mukherjee said that the New Delhi World Book Fair is a manifestation and celebration of a liberal, democratic, multilingual, multicultural and secular society. New Delhi: East Delhi Mayor Ram Narayn Dubey today inaugurated the G-Auto service from the East Delhi Municipal Corporation’s headquarters at Patparganj. Ram Narayan Dubey said that auto rickshaws play an important role in lives of middle and lower middle class people. Considering this, the service of G-auto has been launched with in the collaboration with Nirmal Foundation. Deputy Mayor Mahender Ahuja said that people in all areas of Delhi will be able to avail the services of G-auto. He said that with the help advertisements on G-autos, there will be an increase in the revenue of the EDMC in future.

Sanjay Surjan said that G-autos will offer a concession of Rs. 15 will be provided to the employees of the Corporation, Councillors and press reporters. He also informed that the Nirmal Foundation will provide the G-auto drivers life insurance of Rs. 1,00,000, health insurance of Rs. 25,000 and training.

Ms. Varyam Kaur said the purpose of the G-auto service is to ensure transparency and security in the paratransit system besides making the auto drivers more responsible and aware towards commuters’ safety and comfort.

Ordinarily, when we perceive threats to federalism, it is suspected that encroachment of federal principles is by the Centre. The Centre, throug_h its agencies, cannot usually investigate what happens in the States. It is only in extreme cases that it issues an advisory or where there is breakdown of constitutional machinery, it can invoke powers under Articles 356. The CBI’s powers to investigate public servants of the State is restricted to cases where the States specifically consent to the investigating agency or where the High Courts or the Supreme Court issues a direction to the CBI to so investigate.

What happened in Delhi yesterday, therefore, merits a comment. My comment is not concerned with the fairness or otherwise of the fixation of prices of natural gas. Aggrieved persons are entitled to raise the issue in Parliament and even seek an investigation directly from the Centre or through a court process. The issue is can the State government, through its Anti-Corruption Branch, investigate a decision taken by the Central Government?

Delhi is a Union Territory with a State assembly. Legislative and Executive jurisdiction of Delhi is circumscribed by Article 239AA. Entries 1, 2 and 18 of the State List under the Seventh Schedule are not applicable to Delhi. Entry 1 deals with public order, Entry 2 with police and Entry 18 with land. Thus powers to regulate public order and police are currently not with the Legislative Assembly of Delhi. Executive powers are co-extensive with legislative powers. The Delhi government has, therefore, no police powers. What thus is the function of the Anti-Corruption Branch of the Delhi Government? The Anti-Corruption Branch is part of the Vigilance Directorate of the Delhi Government. In pith and substance, it is the function related to vigilance and not to the police powers. In relation to the vigilance it has all the powers to deal with erring public servants and departments of the Delhi government. Thus for the Vigilance Directorate of Delhi government or the Anti-Corruption Branch under it, to possess unlimited powers of the police within the geographical territory of Delhi would imply that Entry 2 of the State list is made applicable to Delhi. This has been specifically prohibited by Article 239AA of the Constitution. This would further imply a parallel jurisdiction in relation to the functioning of the Central government located in the National Capital. The Central government, would parallelly be both under its own Vigilance jurisdiction and that of the Delhi government’s Vigilance jurisdiction. This would imply, that from the Prime Minister to the Cabinet Secretary to all public servants would be susceptible to the jurisdiction of the State government. The existence of these police powers itself is doubtful. To put the Central Government under the police jurisdiction of the State government would be a constitutional monstrosity. It would be violation of federal principles in reverse. Compliance with the letter and spirit of the Constitution requires restraint and statesmanship. Constitutional institutions cannot be preserved by acts of adventurism. I seriously doubt the correctness of the judicial opinion which holds otherwise.

The ‘single-point directive’ applicable to the Public Servants of the rank of Joint Secretary and above states that before investigating officers falling under it, consent of the Central government is required. The Supreme Court had struck down this directive on the ground that it had no statutory backing. The statutory backing was enacted, which has since then been challenged before the Supreme Court. One of the rationales behind the controversial ‘single-point directive’ was that law and order and policing are State subjects. What if a Sub-Inspector of Police in a State were to summon the Prime Minister or the Cabinet Secretary for investigation? This power could also be misused for political reasons. The opinion expressed was that before such an investigation is undertaken, prior permission of Central government is required. The ‘single- point directive’ has been criticized. The action of the Delhi government in wanting to investigate the decision of the Central government has underscored the rationale behind the ‘single-point directive’. The AAP government must realize that enthusiasm and adventurism may not set the best of constitutional precedents.

Kejriwal inaugurates two-days orientation program for MLAs in Delhi Assembly

New Delhi: Delhi Chief Minister Arvind Kejriwal stressed upon the need for organizing the orientation program for the newly elected MLAs to train them while taking up and raising the issues of public importance in the House under well-defined rules and procedures. He said that in the present Assembly 45 legislators are newly elected who have not enough knowledge of rules and procedures of taking part and in conducting the Business of the House. He was addressing during the inauguration of a two-days orientation program jointly organized by Delhi Legislative Assembly Secretariat and Bureau of Parliamentary Studies & Training, Lok Sabha in Delhi Vidhan Sabha today.

The program was presided over by Delhi Assembly Speaker M.S. Dhir while Leader of Opposition in Delhi Assembly Dr. Harshvardhan was the Guest of Honour. Minister of Education & Urban Development Manish Sisodia, Minister of Social Welfare & WCD Ms. Rakhi Birla, Minister of Labour & Employment Girish Soni, Minister of Health & Family Welfare Satyender Jain and a number of senior MLAs and newly elected MLAs were also present on this occasion.

Kejriwal further said that the training will give the full knowledge to the legislators to raise their issues in the limited time and to refrain from makinghullabaloo. He expressed hope that the program will be beneficial and useful for the legislators. The most-coveted Bharat Award has been conferred on 9-year-old Km. Mahika Gupta of Delhi who displayed exemplary valour in saving her brother’s life from the flood at Kedarnath (Uttarakhand.) Prestigious ‘Geeta Chopra Award’ has been conferred to Km. Malieka Singh Tak of Rajasthan who displayed rare grit and determination in fighting off her molesters. The Sanjay Chopra Award has been given to Master Shubham Santosh Chaudhari of Maharashtra for saving two children when their school van caught fire. Km. Mausmi Kashyap of Uttar Pradesh, Master Aryan Raj Shukla of Uttarpradesh have been given Bapu Gaidhani Awards posthumously.

Mausmi Kashyap sacrificed her life in trying to save her friend from drowning in the Gomti river, while Master Aryan Raj Shukla lost his life in saving four of his friends from drowning in the Saryu river. 'Kejriwal protecting his law minister who is anti-women'

New Delhi:The Delhi Bharatiya Janata Party has alleged that AAP government is an anti-women government. The law minister misbehaved with the women. Women were abused and misbehaved with by AAP workers at dharna. And Chief Minister held Delhi’tes at ransom to protect his law minister who is anti-women. BJP announced that all 14 district units of the party in Delhi will hold dharna to press for resignation of Law Minister Somnath Bharati for being the biggest ‘law breaker’ and to protest the anti-women, anti-development and anti-common people alliance of AAP and Congress. The dharna will be held on January 24.

Addressing a press conference today, Delhi BJP President Shri Vijay Goel said, “The people of Delhi are being held at ransom by AAP ministers and workers including the Chief Minister as we witnessed during the last couple of days. Now AAP comprises of only “Khaas Aadmi” who have no time to think about real issues and problems affecting common people.

Congress leader Ajay Maken defended AAP yesterday and Congress continues to support them. The Chief Minister is returning this favour by not lodging any cases against corrupt Congress ministers and Chief Minister of the previous Congress government. Party has alleged that AAP-Congress are hand in glove and they jointly staged the political drama that held Delhi’ites at ransom during the last two days.

Chief Minister Arvind Kejriwal , supported by Congress held people at ransom to protect law minister Law Bharati whose list of ‘illegalities’ is growing with every passing day. He has misbehaved with women, used foul language against others, has been indicted by a court for professional misconduct. He should be removed immediately.

This is an anti-women government. The ministers misbehave with women. A woman journalist was pushed around and injured by AAP supporters yesterday. Women guest teachers who came to meet Kejriwal with their demands yesterday were abused and pushed around.

AAP has failed to deliver any of the promises which it made be it on power, water, CNG prices,corruption, women safety. All its announcements have been on paper. There has been no respite. Where is the women commando force which was promised? Why did the Chief Minister showed no urgency to meet Police Commissioner when a Danish women was gang raped.

Addressing the press conference, leader of BJP in North Delhi Municipal Corporation Smt. Meera Aggarwal and South Delhi Municipal Corporation Mayor Smt. Sarita Chaudhary said, “This government is an anti-women government. The law minister misbehaved with the women. Women were abused and misbehaved with by AAP workers at dharna. New Delhi: Amid theongoing protest by chief minister of Delhi Arvind Kejriwal and his ministers in the Capital, BJP has slammed AAP government and said that it is staging a political drama to draw attention of the people from real issues on which it has failed to deliver. 
The Delhi Bharatiya Janata Party condemned the AAP for causing hardship to thousands of Delhi’ites by blocking Central Delhi which resulted in closure of four metro stations for most of the day. The party also said that governance cannot be done from roads. The sanctity of the process of governance is being violated for petty political mileage by hogging headlines.

To protest the breakdown of administrative machinery and pushing Delhi towards anarchy and to demand resignation of law minister Somanth Bharati for his illegal and unconstitutional activities and arrogance of AAP ministers and Chief Minister, the Delhi Bharatiya Janata Yuva Morcha will hold a demonstration at Jantar Mantar on Tuesday, 21 January. 
Delhi BJP President Shri Vijay Goel said, “AAP Chief Minister and his Ministerial colleagues have behaved in an extremely irresponsible manner. Instead of sacking the law minister Somnath Bharati who has misbehaved with women, has been indicted by court, Kejriwal and his ministers are sitting on dharna.” 
“They have failed to deliver on areas which are in Delhi government’s domain such as power, water, development of JJ clusters and unauthorised colonies, education and transport. They have dumped the “Janta Durbars”. When their anti-corruption helpline flopped, they blamed the Anti Corrpution branch. There have been no orders on power tariff reduction so far. The ‘free water’ provision will benefit a few affluent families only,” he added. 
“Kejriwal is Mr. U-Turn. He has taken an about turn on every promise. Now with an eye on 2014 Lok Sabha polls, he has left the governance on backburner and is doing political acrobatics,” he added. 
Goel said, “It is a bizarre situation where Congress and AAP are indulging in shadow boxing. AAP is running this government with Congress support and now both are criticising and holding dharna against each other. This clearly shows how opportunistic this alliance is.”</div>

In his recent press conference, the Prime Minister Dr. Manmohan Singh gave testimonials to Rahul Gandhi as a Prime Minister. Why did the Party develop cold feet then? The Congress is losing the will to fight an adversity. This was first visible in the Delhi assembly elections. May be it is a belated realization of reality on part of the Congress. If there is no prospect of forming a government, why announce Shri Rahul Gandhi as a Prime Ministerial candidate! The Prime Minister has put on a brave front. He proclaimed that victory in 2014 will be Rahul Gandhi’s. Will the defeat also be debited to his account? I doubt. The Congress Party functions on the premise that the Gandhis never make a mistake. They never fail. It is the Party that fails. It is the advisors who wrongly advise them. There is no accountability of the Gandhis in the Party. After all they are the Party.

They have done away with initiatives like “Janata Darbar” and are not able to resolve even a single problem of common people.”
“It is clear that AAP is ‘B’ team of Congress as it has not lodged any complaint against former Chief Minister Sheila Dikshit and others against whom there is clear evidence of corruption in commonwealth games as well as several other projects and schemes.”

Goel said, “The contest in 2014 Lok Sabha polls will not be between BJP and UPA but it is between 10 years misrule of UPA and the common people who are bearing the flak of high inflation, loss of jobs, poor growth and most of all rampant corruption.”

“Today people want a leader who is strong, committed, honest and dedicated to serve them. Narendra Modi has all these qualities, so he is the first choice of people.

“We have recently won assembly elections in three major states very handsomely and in Delhi also we emerged as the single largest party. Our workers in Delhi worked really hard. We might have committed some mistakes in Delhi as we could not form the government on our own. But we are ready to rectify our mistakes,” he added.
