The Union Cabinet chaired by Prime Minister Narendra Modi has approved the Allied and Healthcare Professions Bill, 2018 for regulation and standardisation of education and services by allied and healthcare professionals.The Bill provides for setting up of an Allied and Healthcare Council of India and corresponding State Allied and Healthcare Councils which will play the role of a standard-setter and facilitator for professions of Allied and Healthcare.</div>

The Central Council will comprise 47 members, of which 14 members shall be ex-officio representing diverse and related roles and functions andremaining 33 shall be non-ex-officio members who mainly represent the 15professional categories.</div>

The State Councils are also envisioned to mirror the Central Council,comprising 7 ex-officio and 21 non-ex officio members and Chairperson tobe elected from amongst the non-ex officio members.</div>

An Interim Council will be constituted within 6 months of passing of the Act holding charge for a period of two years until the establishment of the Central Council.</div>

About four-fifth of the total budget (i.e. Rupees 75 crores) is being earmarked for the States while the remaining fund will support the Central Council operations for 4 years and also establish the Central and State Registers.</div>

In the current state of healthcare system, there exist many allied and healthcare professionals, who remain unidentified, unregulated and underutilised. Our system is highly focused on efforts towards strengthening limited categories of professionals such as doctors, nurses and frontline workers (like Accredited Social Health Activist or ASHAs, Auxiliary Nurse Midwife or ANMs). However, numerous others have been identified over the years, whose potential can be utilised to improve and increase the access to quality driven services in the rural and hard to reach areas.</div>

Allied and Healthcare Professionals (A&HPs) constitute an important element of the health human resource network, and the skilled and efficient Allied and Healthcare Professionals (A&HPs) can reduce the cost of care and dramatically improve the accessibility to quality driven healthcare services.</div>

Globally, Allied and Healthcare Professionals typically attend undergraduate degree programme of a minimum of three to four years to begin with and may attain up to PhD level qualification in their respective streams. However, most of Indian institutions offering such courses lack standardisation.</div>

<div style="text-align: justify;">
Majority of the countries worldwide, have a statutory licensing or regulatory body that is authorised to license and certify the qualifications and competence of such professionals, particularly those involved in direct patient care (such as physiotherapist, nutritionist etc.) or those whose occupation impact patient care directly (such as lab technologists, dosimetrists etc.).</div>

Though such professionals have existed in the Indian healthcare system for many decades, a considerable gap in the allied and healthcare space is because of a lack of a comprehensive regulatory framework and absence of standards for education and training of A&HPs.</div>

Large scale cyber-attacks, massive incidents of data theft, and extreme weather events are the top three risks for India Inc., says a joint study by Marsh, a global leader in insurance broking, and RIMS, the risk management society™.</div>

In fact, some 88 per cent of the survey respondents – representatives of C-suites, executives, and risk professionals across 19 industries – identified cyber-attacks as the top-most risk. This was followed by data fraud or theft (85%), volatile weather (84%), severe energy price shock (81%) and major financial failure (81%) among the other top risks for India Inc.</div>

Titled ‘Marsh RIMS - State of Risk Management in India’, the report shed light on the maturity of risk management functions in corporate India. It addressed areas such as the top risks Indian corporates face, the maturity level of risk management in organisations, the key areas of risk management that require improvement, the risks of adopting emerging technologies, and key recommendations for risk executives.</div>

The other risks identified among top risks include financial crises in key economies (80%), water crises (76%), shortfall of critical infrastructure (76%), failure of urban planning (72%) and failure of national governance (72%).</div>

The same survey also looked at three separate time-frames in assessing risks: First, an already significant concern; Second, will be a significant concern in 1-3 years; and Third, will be a significant concern after three years.</div>

A severe energy price shock emerged as the most significant concern (63%) among contemporary risks, followed by deflation in a major economy (53%) in 1-3 years, and massive spread of infectious diseases (59%) after a period of 3 years. The last concern was on account of India’s burgeoning population, rapid urbanisation, and increasing human mobility.</div>

The interconnected dynamics of geopolitics, technological advances, global economic integration, social instability and climate change mean that the manifestation of one risk is increasingly likely to influence others. This interconnectivity and interaction of long-standing and emerging risks, is creating newer, unique and unpredictable risks making it even more difficult for organizations to identify risks. Hence, upgrading risk assessment methods is a priority for businesses in India given the rapidly changing risk landscape.</div>

“Risk management practices among Indian companies have evolved over a period of time and today they are much better prepared to handle newer risks. However, having said that, there is definitely room for improvement particularly when it comes to quantifying the risks. Inability to model risks and budgetary concerns emerged as top barriers Indian organizations face. Signing of the Agreement will open a new chapter in bilateral relations, as both sides will now leverage complementary strengths spurred by a significant convergence of mutual interests in science and technology.
