It’s time for the Union Government to take a decision with respect to Board Exams considering it has caused enough tension among our student and teacher community. Conducting Board Exams in these unprecedented times would be a big mistake on behalf of the Central Government.Deputy Chief Minister of Delhi, Manish Sisodia attended national-level meeting hosted by Education Ministry on conducting 12th Board Exams and presented key suggestions.Dy CM Shri Manish Sisodia said, “Families across the nation have suffered immense pain and trauma due to COVID-19. It’s time for the Union Government to take a decision with respect to Board Exams considering it has caused enough tension among our student and teacher community. Conducting Board Exams in these unprecedented times would be a big mistake on behalf of the Central Government. It would render our children and teachers even more vulnerable. Administering Board Exams when the world is preparing for the third COVID-19 wave is irresponsible and at a time when there are daily 2.5 lakh COVID-19 cases in our country, our students, parents and teachers will not be in a good mental state to sit for any kind of exams.” Sisodia reiterated that Central Government needs to vaccinate students first before making them sit for any kind of examination. He further added that Central Government should completely cancel Board Exams if vaccination is not possible, and initiate the ‘no-exam policy’ for students, awarding grades on the basis of their unit tests, pre-board exams, practical exams, similar to 10th grade’s promotional policy. Students should also be given a choice to re-take exams for improvement, in case they are not satisfied with their results.Dy CM Shri Manish Sisodia said, “In such a time of crisis, the Central Government should speak with Pfizer, as it has already developed vaccines for 12+ children, and acquire these vaccines for the 1.4 crore students who are currently studying in 12th grade. Only after procuring vaccines and vaccinating all students should Central Government think about conducting any kind of examination.”Further, Deputy CM Shri Manish Sisodia postulated that Central Government should speak with health experts and inquire whether vaccines given to 18+ age group can be administered to students in 12th grade, as 95% of these students are approximately 17.5 years old. Delhi Government will vaccinate all 12th grade students within a span of 2 days if vaccines are made to be available by the Central Government.Dy CM Shri Manish Sisodia said, “The consensus of the entire education community is that the conducting exams is important but not by putting our students and teachers at risk. As a guardian of the State, Delhi Government is taking a stand to keep the safety and security of our students as the first and most important priority. Until we are unable to vaccinate our students, we should not even think of administering the 12th Board Exams.”

The outbreak in Delhi is quite contained but it is still advisable to wear a mask and follow all precautions. For the first time in the last 7 and a half months, the number of cases has gone below 500. After 17 May 2020, this is the lowest number of cases. Positivity rate has fallen to 0.73% implying that in every 1000 tests conducted, 7 positive cases are detected. Testing is still being conducted on a large scale. The outbreak in Delhi is quite contained, but I will still urge you all to wear a mask and follow all the proper precautions. In the last 1 and a half months, Delhiites have diligently followed all the instructions and it is because of their continued support that we have been able to achieve this state.” Hon’ble Minister said. Responding to the query surrounding the approval of vaccine by DGCI, Shri Satyendar Jain said,“We have just been made aware that the vaccines developed by Bharat Biotech and Serum Institute of India have been given approval. Delhi Government is making all the arrangements. The protocol will be that health care and frontline workers, people over 50 years of age or with co-morbidity will be injected in the first phase of the roll-out. Delhi has 3 lac healthcare workers, and 6lac frontline workers. The vaccine will be first rolled out to these 9 lac people. “Commenting on the protocol that will be followed for the roll-out of the vaccine now that DGCI has given an approval, he said that in the first phase, healthcare and frontline workers, people over 50+ age or with co-morbidity will be injected. In the first phase, 500-600 covid centres will be made which will be further escalated to 1000. The Minister said that even after de-escalation of covid beds, there will still 10,500-11,000 available. As far as the shutting down of covid centres is concerned, the Delhi Government is treading very cautiously and is not making decisions in a haste. He said it was better to remain on the safer side.

Private offices have been given the freedom to take decisions as per their will. The CM said that even though the people of Delhi are supporting the governments in their fight against COVID, there is leniency in following the COVID safety protocols as well. Delhi Deputy Chief Minister and Education Minister Manish Sisodia was invited as a guest speaker at an online panel discussion on ‘systematic social emotional learning’ of the happiness curriculum by Harvard Graduate School of Education (HGSE) during its international education week to celebrate the successful implementation of ‘happiness classes’ across Delhi government schools. </div>Sisodia said that the Delhi Govt. wanted to design a curriculum for students that would prepare them to become lifelong learners. He said, “Happiness Curriculum is not a ‘value education class’ that preaches moral values to the students. Instead, it focuses on developing the mindset of the students to adopt the values in their everyday attitude and behaviour.”The panel line-up included Professor Fernando Reimers, Ford Foundation Professor of Practice in International Education at HGSE, Dr Anil Teotia, Chairperson of the Happiness Committee and Richa Gupta, co-founder of Labhya Foundation, who moderated the discussion.During the discussion, on being asked to share his vision for developing this curriculum, Shri Sisodia said, “I’m just a politician who thinks education is the only way to reform society, and I believe that politicians should work as facilitators of education through better education."“Education is the only tool available that can reform the society, and give us a society that we all dream of,” Shri Sisodia said. Various steps will be taken to improve the quality of the existing STPs including upgrading all the equipment in the STPs. Water Minister Shri Satyendar Jain, CEO DJB Nikhil Kumar, and senior officials of the DJB were present in the meeting.Four Action PlanThe Delhi Jal Board gave a detailed presentation on four major interventions devised for the cleaning up of river Yamuna. First, the Delhi government will set up a modern technology to treat around 150 MGD of polluted water coming from the states of Haryana and Uttar Pradesh by natural wetlands and aeration method. Second, the wastewater in the small or big drains will be tapped into Sewage Treatment Plants (STPs). Third, steps will be taken to improve the quality of the existing STPs including upgrading all the equipment and use innovative processes. Fourth, all the sludge and the septage from the septic tanks across Delhi, will be collected by the Delhi Jal Board and reused in the bio-gas plants to generate electricity and gas. Five Major OutfallsThere are five major outfalls carrying wastewater into the Yamuna, including Najafgarh drain, Shahdara drain, Barapulla drain, Delhi Gate drain, Mori Gate drain. The Najafgarh and Shadhdara drain apart from Delhi wastewater also receive polluted water from Haryana and Uttar Pradesh. The STPs and the drains will be treated as per the Yamuna Cleaning plan of the Delhi government to prevent polluted water to flow into the Yamuna. The Delhi Jal Board has presented an action plan to reduce 90% of pollution in the river Yamuna by March 2023, and all the steps will have different milestones to be completed by March 2021, 2022, and 2023. The STPs treat around 525 MGD of water before it flows into drains, out of which only 90 MGD is reused for different purposes. An action plan to reuse 436 MGD of water against the earlier reuse of 90 MGD has been presented by the DJB before the CM. This 436 MGD water will be reused in water bodies, lakes, irrigation, gardening, forests, groundwater recharge, etc.

Only 50 people will be allowed in the marriage ceremonies in the capital considering the spike in the number of Covid cases in Delhi. I have sent the proposal to the Lieutenant Governor of Delhi in this regard, for his approval.”He said, “Secondly, we witnessed massive crowds in some of the popular markets of Delhi before Diwali. In these markets, no social distancing was followed and due to this situation, the number of COVID-19 cases has surged significantly in the capital. In the last order passed by the Central government, it was noted that permission to impose local lockdowns in the state should be taken from the Centre.In view of the recent situation and considering the last order of the Central government, we have requested the Center to permit shutting down market places if necessary. I do believe that such harsh measures would not be required. But, if any marketplace has become a Corona hotspot due to the non-following of guidelines such as no social distancing or wearing masks, we would have to impose a local lockdown in those areas as a precautionary measure. I have already sent this proposal to the Lieutenant Governor of Delhi for approval.”The CM said he is very much thankful to the Central government for coming forward and helping the citizens of Delhi in this crucial time. Delhi has a sufficient number of Corona beds but there was a dearth of ICU beds. CM said that the Central government has ensured to provide 750 ICU beds to Delhi, this has been a very crucial decision by the Centre that will help the citizens. While assessing the situation of Delhi, I found out that there is an availability of COVID beds at the government hospitals and in private hospitals. In the wake of the campaign, Shri Gopal Rai visited the Sadar Bazar area in Delhi to inspect the sale of crackers.Shri Gopal Rai said, "As per the directions of the supreme court, polluting crackers have been banned in Delhi and only pollution-free green crackers have been allowed this year. From today, an Anti-Cracker campaign has been launched in Delhi. All the SDMs, 11 teams of the DPCC and all police officials have been directed to ensure there is no bursting of polluting crackers across Delhi. For the implementation of the campaign, we are ensuring two things - first, the crackers must have a 'Green Cracker' logo on them, and second, the crackers sold in the shops must be from authorised companies. Also, there was no need to increase the fees as the school already had a surplus amount which they gained during 2017-18, due to which their proposal to increase the fee was rejected by the Delhi Government.” He further added, “During the same year, we directed this school to pay the teachers under the Seventh Pay Commission from the surplus amount and not to put this burden on the students. Until now, people are quite scared of coming out, these fears need to be handled carefully. He said that staying at home is not the solution and we need to restart the normal way of living life with all precautions.He suggested that we need such innovative ideas which ensures safety as well as helps in revenue generation. He said that we should learn from innovative global practices in hotel and restaurant business so that we can develop a locally relevant model for ourselves.
