Commissioner of Municipal Corporation of Delhi (South) today took a meeting on the issue of insanitary latrines. The meeting was attended by the Dy. Commissioner of all four zones, Engineering in Chief, and representatives from Sulabh International.

In the meeting the provisions of “Prohibition of employment as Manual Scavengers and their rehabilitation Act, 2013 (MS Act, 2013) and subsequent rules noticed on 12 December 2013 by Ministry of Social justice and empowerment were discussed. The programme of survey of insanitary latrines open defecation site and manual scavengers were reviewed in all the four zones of SDMC.

It was also decided that an advertisements regarding the survey of insanitary latrines and their prohibition will be published for wider publicity and educate and motivate the general public. It was also decided that after the completion of the survey of insanitary latrines, open defecation site and manual scavengers, camp shall be organised with the corporation of Sulabh International to educate & motivate the public. The advice of Sulabh International was also sought regarding the new technology and other systems used in his regard.

Commissioner directed that that the survey should be completed by all the zones of SDMC at the earliest. It was also decided that to write letters to the Ministry of Social Justice and empowerment of MOUD, SC & ST & Social Welfare, Directorate of NCT of Delhi for obtaining information regarding the schemes for rehabilitation of manual scavenger, for construction/conversion of sanitary latrines.

In the meeting it was discussed that in some cases the human excreta is directly flown into the open drain and such latrines fall under the definition of insanitary latrines. The Safai Karamcharies does the desilting/cleaning of such tantamount to manual scavenger. If these Safai Karamcharies are removed from these open drain and deputed for some other work then such drains will be left unattended. It was decided that clarification in this regard should be taken from Ministry of Social Justice are Empowerment.
