The ship is designed to carry a twin-engine helicopter and four high-speed boats including two inflatable boats for boarding operation, search & rescue, law enforcement and maritime patrol. The ship is also capable of carrying limited pollution response equipment to contain oil spill in the seas.</span><p></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;">Defence Secretary Dr Ajay Kumar commissioned Indian Coast Guard Ship (ICGS) Saksham, the fifth in the series of 105-metre Offshore Patrol Vessels (OPVs) class, at Goa in the presence of Director General Coast Guard Shri V S Pathania and other senior dignitaries of Central and State governments. </span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;"><b>ICGS Saksham: Facts in Brief</b></span></p><p style="text-align: justify;"></p><ol><li><span style="font-family: georgia; font-size: large;">The 105-meter OPV has been designed and built indigenously by Goa Shipyard Limited and fitted with advance technology, navigation and communication equipment, sensors and machinery. </span></li><li><span style="font-family: georgia; font-size: large;">The vessel will be also fitted with a 30-mm 2A42 Medak gun and two 12.7-mm Stabilised Remote Controlled Gun (SRCGs) with FCS. </span></li><li><span style="font-family: georgia; font-size: large;">The ship has been equipped with an Integrated Bridge System (IBS), Integrated Platform Management System (IPMS), Power Management System (PMS) and High Power External fire-fighting (EFF) system.</span></li><li><span style="font-family: georgia; font-size: large;">The ship displaces approximately 2,350 tons (gross registered tonnage) and is propelled by two 9,100 KW diesel engines to attain a maximum speed of 26 knots.</span></li><li><span style="font-family: georgia; font-size: large;">It has an endurance of 6,000-nautical mile at economical speed.</span></li><li><span style="font-family: georgia; font-size: large;"> The sustenance and reach, coupled with the latest and modern equipment and system, provides her the capability to perform the role of a command platform and undertake tasks to fulfil the Coast Guard charter.</span></li><li><span style="font-family: georgia; font-size: large;">The ship, on joining the Coast Guard fleet, will be based at Kochi. </span></li><li><span style="font-family: georgia; font-size: large;">It will be deployed extensively for Exclusive Economic Zones surveillance and other duties as enshrined in the Coast Guard charter. </span></li><li><span style="font-family: georgia; font-size: large;">Presently, the ICG has an expanding fleet of ships and aircraft.</span></li></ol><p></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;">Further, numerous ships are at various stages of construction at different Indian shipyards and Advance Light Helicopters are under production at Hindustan Aeronautics Limited, Bengaluru that will provide the added strength to the surveillance capabilities of ICG to deal with the ever-dynamic maritime challenges. The ICGS Saksham is commanded by Deputy Inspector General P Rajesh and manned by 10 officers and 95 sailors.</span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;">The commissioning of ICGS Saksham has enhanced the ICG Operational capability to discharge the multifarious maritime tasks. The induction of this Vessel will give fillip to the maritime protection of our vast coastline of Western seaboard.</span></p>

The meeting was also attended by Union Minister of State for Finance & Corporate Affairs Shri Anurag Thakur besides  Finance Ministers of States & UTs and seniors officers of the Ministry of Finance.</span></div>

<span style="font-size: large;">GST Council took following decisions relating to changes in GST rates on supply of goods and services.</span></div>

<span style="font-size: large;">1.The recommendation of the Fitment Committee for calibrating the GST rate structure to correct the inverted duty structure on various items like Mobile phones, Footwear, Textiles and Fertilizers was placed before the GST Council for discussion. The Council had a detailed discussion on the matter. Upon discussion the Council made the following recommendations:-</span></div>

<span style="font-size: large;">To raise the GST rate on Mobile Phones and specified parts presently attracting 12% to 18%.</span></div>

<span style="font-size: large;">To deliberate the issue of calibrating the rate in other items for removing inversion in future meetings with further consultation and examination of issue.</span></div>

<span style="font-size: large;">2. GST rate on all types of matches (Handmade and other than Handmade) has been rationalised to 12% (from 5% on Handmade matches and 18% on other matches). This would address the classification issues. This issue was deliberated earlier in the 37th meeting and was pending for decision.</span></div>

To reduce GST rate on Maintenance, Repair and Overhaul (MRO) services in respect of aircraft from 18% to 5% with full ITC and to change the place of supply for B2B MRO services to the location of recipient. This change is likely to assist in setting up of MRO services in India. Domestic MRO will also get protection due to 5% tax paid under section 3(7) of the Customs Tariff Act, 1975 on most imported goods (sent abroad for repairs) as this tax is not available as credit.</span></div>

<span style="font-size: large;">Inaugural edition of the Africa-India Field Training Exercise-2019 (AFINDEX-19) was culminated on March 27, 2019 at Foreign Training Node, Aundh Military Station, Pune. The Indian contingent was represented by Maratha Light Infantry (Jangi Paltan).  Participating African countries include, Benin, Botswana, Egypt, Ghana, Kenya, Mauritius, Mozambique, Namibia, Niger, Nigeria, Senegal, South Africa, Sudan, Tanzania, Uganda, Zambia and Zimbabwe.</span></div>

<span style="font-size: large;">Fourteen-day military exercise Mitra Shakti VI between Indian and Sri Lankan Army was held between March 26 to April 08 , 2019 at Diyatalawa Parade Ground in Diyatalawa, Badulla District, Sri Lanka. This was the sixth edition of the joint exercise between the two nations. The Indian Army contingent comprises of a company group from Bihar Regiment and a similar strength from the First Gemunu Watch Battalion of Sri Lankan Army.</span></div>

During the OSD, the ships visited Cam Rahn Bay (Vietnam), Qingdao (China), Busan (South Korea) and Singapore. The ships participated in IN-VPN Bilateral Exercise at Cam Rahn Bay (Vietnam), PLA (N) IFR at Qingdao (China), ADMM Plus Exercise off Busan (South Korea) and Singapore, International Maritime Defence Exhibition (IMDEX), Maritime Information Sharing Exercise (MARISX) and SIMBEX 19 at Singapore.</span></div>

<span style="font-size: large;"><b>5. Ex Samudra Lakshamana with Malaysia and Malabar -19</b></span></div>

<span style="font-size: large;">IN ships Sahyadri and Kiltanparticipated in the Eastern Fleet OSD 02/19 from August 24 to November 21 to Bangkok (Thailand), Sihanoukville (Cambodia), Kota Kinabalu (Malaysia), Sasebo and Yokosuka (Japan), Manila (Philippines) and Jakarta (Indonesia). During the OSD, the ships participated in Ex Samudra Lakshamana with Malaysia and Malabar -19 with USN and JMSDF.</span></div>

<span style="font-size: large;">IN's largest biennial war game, Theatre Level Operational Readiness Exercise (TROPEX-19) was conducted from January 07– March 10 in the IOR. The primary aim of the exercise was to hone the war fighting skills of the Navy whilst exercising in a large theatre of operations.</span></div>

<span style="font-size: large;">The maiden large scale, pan India Coastal Defence Exercise, SEA VIGIL-19, was conducted along the entire coastline and Exclusive Economic Zone of India on January 22-23. The exercise was conducted with the aim of simultaneously activating all agencies involved in the coastal security construct, and to identify gaps and mitigating measures. Besides Indian Navy, Indian Coast Guard and all other stakeholders involved in the nation's Coastal Security framework participated in the exercise.</span></div>

<span style="font-size: large;">Ex Eastern Bridge: Five Mig-29 participated in Ex Eastern Bridge V in Oman from 15 to 26 Oct 19. This is the first time that the MiG-29 ac participated in an international exercise abroad. The exercise was conducted professionally and performance of MiG -29 was appreciated.</span></div>

This has also paved the way for the development of a high thrust Cryogenic engine & stage for the next generation launch vehicle i.e. GSLV Mk-lll. </span></div>
