New Delhi: The Leader of House in SDMC Subhash Arya said that Corporation is redressing grievances of general public in getting the building plan sanction in respect of Residential Plotted Development from the Department by Time Bound Delivery of Services Act, 2011. This will enhance the work strength of officers/officials. Also it will be a ascending step further in achieving in working with the motive to facilitate Time Bound Delivery of Services in this New Year.

Arya said SDMC will be covered under the right of citizen to Time Bound Delivery of Services Act, 2011, so far as sanctioning of building plan is concerned. This momentous step for expeditious sanction of building plan within maximum time limit of 60 days has been proposed under the said Act. Sh. Arya said that these 60 days will be reckoned from the date of submission of application with requisite building tax and including processing and consideration by other concerned MCD Departments.

The 60 days time period will include maximum time limit at various levels in hierarchy of the Department but will not include the period of obtaining NOCs from other external departments/agencies. Sh. Arya added within MCD Departments it will be given in 30 days in case no comments or NOC from any Department are required or not received it will be deemed to be passed in maximum time limit of 30 days only. Any applicant can also file online application for building plan sanction in any of the Zonal offices or HQ.

The Leader of House said we will make sure that all officers/officials remain exclusively circumspect in disposal of such building plan applications employees on whose part the delay is attributed, shall be fined @Rs.10/- per day, subject to maximum of Rs. 200/- shall be fined. The amount shall be paid to the applicant after recovering the amount from the salary of the defaulting official. For this purpose, an Appellate Authority has been designated in each Department. Arya Said under this provision Chief Engineer (Building)/HQ and Deputy Commissioners in Zones are the nodal person for filing application. The Appellate Authority’s order shall be final and binding on the applicant as well as official.
