New Delhi: In a bid to claim regarding the financial
irregularities/illegalities in the Mohalla clinics, the much hyped program of
Aam Aadmi Party government led by Arvind Kejriwal in Delhi, Delhi Pradesh
Congress Committee (DPCC) President Shri Ajay Maken along with has submitted a memorandum by demanding a CBI
inquiry.
In a memorandum submitted to Lt.
Governor, Maken said that there are anomalies in the mohalla clinics but they
are also not being run as per the established norms. There are many mohalla
clinics which are established at the places where they are not useful. Maken
said that many mohalla clinics are established near the already running
dispensaries and instead of appointing permanent staff in these clinics the
government transferring their staff to these clinics.
He has alleged and exposed the irregularities
on these 104 mohalla clinics. He said that
AAP party’s Delhi Government established these mohalla clinics in
violation of CVC guidelines date 8th july 1999, as While taking any services or
renting any accommodation, principle of L1 (Lowest one) should always be
applied. Meaning thereby that in the case of opening Mohalla Clinics, no Tender
was called.
He further said that General Financial
rules (GFR)21 was also not followed in these clinics as it says that “While
incurring expenditure from Government Exchequer, the Government should follow
the “Principle of Financial propriety”. The Government should ensure that money
being spent is not more than the occasion demands”. But in case of operating so
called Mohalla clinics, principle of financial propriety was openly violated.
Public funds have been spent more than what was required.
