MCDs have become centres of financial mismanagement: Manish Sisodia
New Delhi: In a major allegation, Deputy Chief Minister and Finance Minister Minister Manish Sisodia has said that the MCDs have become centres of financial mismanagement and functional indiscipline, which are financially and functionally unviable.

Sisodia further said that how is it that despite having been provided with almost double the amount under non-planned head which should be primarily used for payment of salaries, the East MCD is not paying salaries to sanitation workers ?

Actually Deputy Chief Minister and Finance Minister Minister Manish Sisodia released the figures of funds released to the East MCD under the non-planned head for the current financial year and also the comparative list of funds under the same head for last four years.

The Deputy Chief Minister also announced that Delhi government has approved an advance sum of Rs 119 crore to the East MCD, which will be transferred to the corporation’s account on Monday morning and should strictly be used for payment of salaries of sanitation workers.

This amount of Rs 119 crore was actually meant to be released only after the finalisation of the Revised Estimates a month later, but the government decided to transfer it in advance given the non-payment of salaries to the sanitation workers by the East MCD.

Mr Sisodia said Delhi government provided almost double the amount under the non-planned head to the East MCD for the financial year 2015-16 in comparison to previous years and did not even deduct a penny out of the outstanding loan or its interest.

The Deputy Chief Minister said the MCDs have become centres of financial mismanagement and functional indiscipline, which are financially and functionally unviable.

Mr Sisodia said the MCD has committed a contempt of court by having disobeyed the hon’ble Delhi High Court order of payment of salaries to all its employees, including sanitation workers by 7th of every month.

Mr Sisodia said it is criminal negligence on the part of East MCD by not having paid the salaries of sanitation workers for two months and additionally having caused inconvenience to the residents by not doing its mandatory duty of maintaining cleanliness.
