He further said that Healthy attitude towards everything in life matters. Our , being true, honest and happy, critical thinking, etc in the student. Deputy Chief Minister and Education Minister of Delhi, Shri Manish Sisodia alongwith Secretary (Education), Director (Education), Director SCERT and Education Advisor held the second joint review meeting today with the committees which is preparing the scheme and framework for the formation of Delhi Education Board and new Curriculum.</span></div><div class="separator" style="clear: both; text-align: justify;"><span><br /></span></div><div class="separator" style="clear: both; text-align: justify;"><span>In the Annual Budget 2020-21, the Government of Delhi had announced its plans for Curriculum Reform and creating a New Board of Education for Delhi. The committees consist of eminent education experts from government agencies and education-based organizations from different parts of the country. Committee members shared the progress report of their work along with the tentative timelines. Shri Sisodia said, “We need to strictly stick to the timelines so that we can launch the new curriculum for children upto 14 years by next academic year.”</span></div><div class="separator" style="clear: both; text-align: justify;"><span> </span></div><div class="separator" style="clear: both; text-align: justify;"><span>Giving his inputs on the progress so far, Shri. Sisodia said, “We need to introduce a framework based on attitude-skill- readiness for next learning stage. However, if we focus only on the readiness part, leaving the attitude and skill behind, the purpose of education will be half-served”. Emphasizing further on the same, he said, “Healthy attitude towards everything in life matters. Our education system should build the attitude of dreaming big, being true, honest and happy, critical thinking, etc in the student. ” He further added, “Learning skills in the school becomes extremely important for preparing the students to live their lives happily and responsibly. Skills like listening, asking, doing things, expressing, etc. are absolutely necessary.”</span></div><div class="separator" style="clear: both; text-align: justify;"><span> </span></div><div class="separator" style="clear: both; text-align: justify;"><span>Shri Sisodia said, “NCF, 2005 says that Math should help students to think logically but in reality, Math class becomes mainly about learning formulas and solving equations. There is mis-alignment between learning process and learning outcomes right now.” He further added, “We need to determine what a 6, 8, 11 and 14 year old child should have in terms of attitude and skills and readiness for next stage. At every stage, there should be a minimum set of learning outcomes, which our education system should aim for”. </span></div><div class="separator" style="clear: both; text-align: justify;"><span><br /></span></div><div class="separator" style="clear: both; text-align: justify;"><span>The Board Committee laid down its “Focus on holistic development and continuous assessment”. While reviewing the work done by the Board Committee Shri Sisodia said, “The committee should recommend the process of continuous assessment internally in school and set up a framework of end of the stage third party assessment of the attainment of learning outcomes capturing skills and attitude also." </span></div><div class="separator" style="clear: both; text-align: justify;"><span><br /></span></div><div class="separator" style="clear: both; text-align: justify;"><span>He further said that Delhi has a fair amount of digital penetration and we should use it for continuous learning assessment of the students using technology. We have provided tablets to our teachers and going ahead, we will digitally enable our schools further hence implementation of continuous assessment should not be an issue.” He also stressed that once the plan is in place, SCERT Delhi will focus on preparing the content and extensive training of teachers with the guidance of these two committees.</span></div></span></div>

Delhi government has launched Electric Vehicle Policy which will make Delhi a world leader in the field of electric vehicles and this is one of the most progressive EV policies in the world. </div></span><p></p><p style="text-align: justify;"><span style="font-family: trebuchet; font-size: x-large;">CM Arvind Kejriwal said that this EV Policy will make Delhi a world leader in the field of electric vehicles and this is one of the most progressive EV policies in the world. CM said that pollution-free and sustainable development is at the heart of Delhi Model of development. The CM also announced various incentives for the people to promote the purchase of the electric vehicles in Delhi.</span></p><p style="text-align: justify;"><span style="font-family: trebuchet; font-size: x-large;">CM further said that there are two objectives behind launching the EV Policy. The Coronavirus pandemic has wreaked havoc in the economic systems of all nations across the world. He said, "In the last few days, the Delhi government has taken various measures to kickstart the economy of Delhi, we launched the Rozgaar website, we reduced the rates of diesel, we allowed street vendors to start operating and many other measures. Second, the EV policy will reduce pollution. In the last five years, the people of Delhi have collectively worked together to reduce pollution levels by 25%, but we have to reduce it further. During the pandemic, we saw that PM10 and PM2.5 levels witnessed a drastic reduction. We could see the clear skies and feel the clean breeze." </span></p><p style="text-align: justify;"><span style="font-family: trebuchet; font-size: x-large;">Kejriwal said that there are two objectives behind launching the EV Policy. Keeping this in mind, a huge network of charging stations will be created in Delhi, and our target is to create 200 charging stations in the next one year in Delhi. Our aim is to create a charging station every 3 km," he added. </span></p>

But we have to take everyone along with us. There was a time when access to education was based on religion and caste and later on financial status. It created divide in the society. We bridged that by rebuilding our government schools with world class facilities. But now, new divide should not be created among those who have access to digital devise and those who do not have. Around 2,000 beds are being made operational.</font></span></div><div style="text-align: justify;"><b><font face="trebuchet"><span style="font-size: x-large;">RNA extraction kits/</span><span style="font-size: x-large;">Antigen Rapid Test Kits</span><span style="font-size: x-large;">  by ICMR</span></font></b></div><div style="text-align: justify;"><font face="trebuchet" size="5">Indian Council of Medical Research (ICMR) has supplied diagnostic material for carrying out 4.7 lakh RT-PCR tests to the 12 functional labs in Delhi, till date.  It has also provided 1.57 lakh RNA extraction kits essential for carrying out the test and 2.84 lakh VTMs (Viral Transport Medium) and swabs for collection of Covid-19 samples. Looking at the sudden surge of cases, ICMR has approved Antigen-based Rapid tests and supplied 50,000 such Antigen Rapid Test Kits to Delhi Government for supporting COVID-19 containment efforts. ICMR has provided all these test kits free of cost to Delhi.</font></div><div style="text-align: justify;"><span style="font-size: x-large;"><b><font face="trebuchet">Technical guidance on COVID-19 Surveillance/ Response Strategy</font></b></span></div><div style="text-align: justify;"><font face="trebuchet" size="5">National Centre for Disease Control (NCDC), under Ministry of Health & Family Welfare has supported the efforts of Delhi Government through technical guidance on all aspects of COVID-19 Surveillance and Response Strategy. The areas include identification and assessment of quarantine facilities and COVID Care Centres (CCC) in the beginning of epidemic; orientation trainings and technical support on surveillance, contact tracing and lab aspects including infection prevention and control; data analysis and timely feedback to the Delhi Government on the gaps identified and suggested solutions. NCDC has also provided  laboratory diagnostic support for processing of samples by RT-PCR including trainings of lab professionals of Delhi Government.</font></div><div style="text-align: justify;"><span style="font-size: x-large;"><b><font face="trebuchet">Technical support by NCDC</font></b></span></div><div style="text-align: justify;"><font face="trebuchet" size="5">Technical support by NCDC included deployment of multiple Central Teams of experts for situational analysis and subsequent  recommendations accordingly; deployment of public health experts to coordinate and provide technical inputs to district level teams in implementation of revised Delhi COVID Response Plan; and planning and execution of Sero-prevalence study on COVID 19 in Delhi. The Revised Delhi COVID Response Plan has been prepared with the active support of NCDC.</font></div><div style="text-align: justify;"><b><font face="trebuchet"><span style="font-size: x-large;">Serological Survey across Delhi till </span><span style="font-size: x-large;">10th July 2020</span></font></b></div><div style="text-align: justify;"><font face="trebuchet" size="5">NCDC will also conduct a Serological Survey across Delhi from 27th June 2020 to 10th July 2020. Blood samples from 20,000 persons will be tested to ascertain the presence of anti-bodies.</font></div><div style="text-align: justify;"><span style="font-size: x-large;"><b><font face="trebuchet">Sardar Patel COVID Care Centre</font></b></span></div><div style="text-align: justify;"><font face="trebuchet" size="5">As an effort to bolster the containment measures in NCT of Delhi, a 10,000-bedded “Sardar Patel COVID Care Centre” is being developed at Radha Soami Satsang Beas in Chhatarpur, Delhi. The entire operation of this Centre, including ensuring availability of requisite numbers of medical personnel, has been entrusted to the Central Armed Police Forces (CAPFs), with Indo-Tibetan Border Police (ITBP) taking the lead in this process. Around 2,000 beds are being made operational.</font></div><div style="text-align: justify;"><font face="trebuchet" size="5"><br /></font></div><div style="text-align: justify;"><font face="trebuchet" size="5">A 1000- bedded new green field hospital construced by DRDO and manned by doctors and paramedical staff from Army would start functioning next week from an area near Dhaula Kuan. This new field hospital would have a referral relationship with AIIMS, New Delhi.  The hospital would be equipped with oxygen, ventilators as well as an ICU.</font></div><div style="text-align: justify;"><b><font face="trebuchet"><span style="font-size: x-large;">PPE kits/</span><span style="font-size: x-large;">HCQ tablets/</span><span style="font-size: x-large;">N95 masks</span></font></b></div><div style="text-align: justify;"><font face="trebuchet" size="5">The Government of India has centrally procured and distributed 11.11 lakh N95 masks, 6.81 lakh PPE kits, 44.80 lakhs HCQ tablets in Delhi. 425 ventilators were allocated to Delhi and all have been delivered to various hospitals of GNCT.</font></div><div style="text-align: justify;"><font face="trebuchet" size="5"><br /></font></div><div style="text-align: justify;"><font face="trebuchet" size="5">Delhi has 34 Dedicated COVID Hospitals (DCH), 4 Dedicated COVID Health Centres (DCHC), 24 Dedicated COVID Centers (DCCC) to treat COVID-19 patients according to their severity. Thus, a total of 62 facilities in Delhi are engaged in treating COVID-19. These schools have also not notified the Delhi Govt. Costs like transportation fees are also being added up and demanded by the schools. And those students who are failing to pay the fees on time are being dropped from online classes. I would request the private schools to not come down to this level."</span></div>
<div style="text-align: justify;"><span style="font-size: large;">Outlining the new directions issued by the Directorate of Education, Delhi Govt, Shri Manish Sisodia said,“ As per the directions, all private schools are hereby informed that they will not increase their fees under any head without a prior approval by the Delhi Govt. Only tuition fee can be charged from the students on monthly basis. Schools cannot ask for three months fees at a time. And online classes facilities will not be stopped or terminated by private schools for students even if they fail to pay their fees. All students will have access to online learning facilities provided by their individual schools, even if they fail to pay the tuition fee.”</span></div>

<span style="font-size: large;">In a bid to fight against the COVID-19 and to contain its spread, the Delhi government has installed two sanitization tunnels at the gates of Azadpur Mandi. Asia’s largest wholesale market,Azadpur Mandi has been equipped with the Full-body Sanitization Machines. Now the every person entering Azadpur Mandi will have to go through the tunnel to get sanitized. </span></div>

<span style="font-size: large;">Development Minister of Delhi Mr Gopal Rai said that depending on the success of the system the Delhi government will install such machines in all the mandis of Delhi.</span><br />

<span style="font-size: large;">"The Azadpur Mandi is functional as it supplies the essential items for the residents of entire Delhi. The Delhi government has installed two full-body sanitization machines at the gate of the mandi. Every person entering and exiting the Mandi will have to pass through these machines. This will protect the people from the COVID-19 infection," said Mr Rai. </span><br />

<span style="font-size: large;">He added that every person who enters or exits the mandi will have to go through this machine where disinfectant will be sprayed automatically on them and sanitize them. "This machine is developed by IIT, Delhi. Depending on the success of the sanitisation units will be set up at all the mandis of Delhi," said Mr Rai.</span><br />

<span style="font-size: large;">"I have instructed the traders to maintain and ensure social distancing. The government has also marked circles in front of the shops. In one circle one person will stand and this is to ensure social distancing. Special attention will be given to the cleanliness of the mandi. <span style="font-size: large;">He further added that the Delhi government is distributing masks to everyone here. To sensitize the workers here we are distributing pamphlets and disinfectants are being sprayed daily at the mandi. <span style="font-size: large;">The services that have been exempted from the official lockdown are offices charged with law and order and magisterial duties, police, health infrastructure and hospitals, fire department, prisons, fair price shops, electricity offices, water departments, municipal services, offices where activities related to Delhi Legislative Assembly in the wake of the Delhi Assembly Budget session tomorrow, pay and accounts office of the government, print, and electronic media offices, bank cashier and teller offices, telecom, internet and postal service offices, e-commerce operations related to essential goods, grocery shops and food item shops such as fruits and vegetables, milk plants, general stores, home delivery, and takeaway services in the restaurants, chemists and pharmacists, petrol pumps and LPG/oil agencies, and animal fodder. Manufacturing, processing, transportation, distribution, storage, trade and commerce, and logistics related to all the mentioned services will remain operational. The government will further notify on the need to exempt any other service that may have been kept out of the purview of the government for now. </span></div>

There are no generalized sources of this pollution, and so we cannot work on decreasing or eradicating this pollution in a generalized manner. We need to obtain Real-time Data to devise an action plan on how to reduce pollution levels."</span></div>

<span style="font-size: large;">According to the data obtained in these monitoring centers, the average PM10 levels in Delhi were 324 µg/m³ in 2014, 295 µg/m³ in 2015, 303 µg/m³ in 2016, 277 µg/m³ in 2017, 277 µg/m³ in 2018, 230 µg/m³ in 2019.  The average PM2.5 levels in Delhi were 149 µg/m³ in 2014, 133 µg/m³ in 2015, 137 µg/m³ in 2016, 130 µg/m³ in 2017, 128 µg/m³ in 2018 and 112 µg/m³ in 2019."</span></div>

Mr. Gopal Rai said that it has been observed that the PM10 levels and PM2.5 levels have significantly reduced in all 13 locations.</span></div>
