Mission convergence plays crucial role to overcome darkness of illiteracy:C.M.

New Delhi: Delhi Chief Minister Sheila Dikshit today stated that 130 GRCs under Mission Convergence, Government of Delhi have been spearheading a silent revolution by producing large number of neo literate women coming from the poorest and vulnerable sections of the society. The education opens doors of progress & prosperity and overcomes darkness of illiteracy by making people enlightened through education. Further, educating a woman facilitates educating entire family. She complimented the role of Mission Convergence in taking up the education component as one of the key activities for empowerment of women and children from vulnerable sections of Delhi’s population.

The component includes adult literacy, remedial and non-formal education classes. Every year, over 12,000 learners benefit from the educational services across Delhi. She added that Mission Convergence took a unique initiative to contact those women who had been deprived of education due to one or another reason. The Mission Convergence joined hand with NIOS in providing basic iteracy skills to the reluctant and shy women.

Today, neo literate women took a vow in the presence of the Chief Minister Dikshit to continue their education from GRC Learning Centres. They narrated their woes and stigma being faced by them when they were fully illiterate. They were not able to read bus numbers and had to request others to operate their bank accounts and write their applications.

Dikshit further stated that educating women results in a sea change in their attitude and lifestyle apart from instilling superb confidence. The GRCs have been providing opportunities to girls and women above 15 years of age to gain basic skill, however, there had been no provisions for formal assessment and certification of these learners. This was initiated for the first time in collaboration with NIOS resulting in enthusiasm among learners and instructors. The number of learners was surprisingly high as more than 4200 learners got themselves registered. The Chief Minister also presented certificates of excellence to three instructors.

Speaking on this occasion, Prof. Walia described the efforts made by the GRCs and NIOS as a step ahead in the direction of empowering women. She expressed confidence that no women would remain illiterate in Delhi. She complimented the initiatives taken by the Mission Convergence during last few years in training women different fields and making them competent enough to supplement their family income.

New Delhi: Delhi government is committed to provide the better health facility to the people and every effort has been taken by the government. Health minister Dr. A.K.Walia has said that the city government has been striving hard to expand its healthcare facilities apart from providing the best quality health services for all especially for the poor and other vulnerable sections of the society. It may be recalled that the city government had announced the installation of modern Dialysis machines in its hospitals in order to provide the services at most reasonable rates and to provide the same to the BPL patients and those patients having annual family income up to Rs.3 lakh with a rider that the patient has been a resident of Delhi for the last three years.

The government has worked meticulously to launch the dialysis services. It has been decided to launch dialysis services in three government hospitals on 19th August, 2013. Initially, 32 machines will be installed at LNJP Hospital, Bhagwan Mahaveer Hospital and Janakpuri Superspecialty Hospital. This was decided in a high level meeting chaired by Dr. Walia and attended by the Additional Secretary (Health), DHS and other senior officers of the Health Department and PWD.

Dr. Walia stated that the government would bear the expenses of dialysis in respect of BPL patients and other poor patients having family annual income up to Rs.3 lakh. The other patients would be charged only Rs.1073/- for the dialysis process which takes 2-3 hours. There would be no need of patients to be admitted in hospital in this purpose as the government would be using most modern machines and deploy well-trained personnel.

Dr. Walia stated that the expenses of dialysis of poor patients and patients with family income up to Rs. 3 lakh annually would be met out of funds available with Dilli Arogya Kosh. The funds of Delhi Kalyan Samiti are also presently being utilized in respect of poor patients being referred by the city government to 10 designated Centres in private hospitals. It has been observed that cases are being daily referred for this purpose. He expressed confidence that the government would be able to increase number of its dialysis machines very soon and the launch on 19th August would go a long way in the treatment of kidney related diseases.

Dikshit requested all MPs from Delhi including Sh Agarwal to help in eatly commissioning of the Western perpherral express way as it would decongest Delhi roads apart from overcoming pollution. She added that the Capital city has been witnessing the biggest ever infrastructural development by Public Works Department and other agencies. The city government is keen to turn Delhi into an advanced, convenient and longer-lasting infrastructural-oriented world-class city to be emulated by other ultra-modern developed cities in the world.

Dikshit stated that her government has been concentrating on overall development of the city. The development is very much visible in Delhi. The pace of development would be accelerated. There would be no dearth of funds for the development. It has also initiated number of schemes for the welfare of the poor and vulnerable sections of the society.

She stated that the new corridor would have four flyovers i.e. 8-lane flyover at Bhalaswa, 7-lane at Mukundpur Chowk, 6-lane at Burari and 4-lane at Jagatpur. All the flyovers will have two carriageways over single piers. At ground level, also capacity of road for different mode of transport is being augmented. By providing 3-lane carriageways on both sides, service road for local traffic, 2.5 wide footpath, 2 meter wide cycle path.

The number of loops on both sides of flyovers are also being provided apart from construction of two bridges across supplementary drain. Smt. Dikshit stated that the signal-free outer Ring Road from Vikaspuri to Wazirabd to connect Signature Bridge would provide hassle-free and fast connection up to NOIDA. This will benefit lakhs of commuters and vehicles from number of colonies and villages along outer Ring Road and from Punjab, Haryana, Himachal Pradesh, Chandigarh and J&K.

Capital to get another multi speciality hospital: Dr. Walia

New Delhi: in a bid to improve the health related issues in Capital, Delhi government is all set to launch another Multi Speciality hospital in Delhi. Health Minister Dr. A.K. Walia informed that the Delhi Government has engaged National Building Construction Corporation Ltd. (NBCC), a Govt. of India Enterprise, for construction of 200-bedded multi-speciality hospital at Ambedkar Nagar (Dakshinpuri) in South Delhi. A Memorandum of Agreement was signed today between the Govt. of Delhi and NBCC to this effect.

The Hospital will be a multi-speciality hospital having services such as OPD, IPD, OT, Emergency, Laboratory etc. and departments such as internal medicine, general surgery, obstetrics & gynaecology, paediatrics, orthopaedics etc., Dr. Walia said. He added that the Hospital will further have 50% dedicated beds for catering to mother & child health care services.

Health Minister further informed that the Hospital will be constructed at a cost of Rs.128 crores and will be funded by Delhi State Health Mission (DSHM) through Govt. of India. The construction of the hospital will be completed within a period of 24 months.

A Congress Party spokesperson went to the extraordinary extent of rationalizing the formation and existence of the “Indian Mujahideen” The Indian Mujahideen is admittedly a terrorist organization. It is designated as a terrorist organization under the Unlawful Activities (Prevention) Act in India. Its’ ban has been continued by the UPA Government. It has been included in the list of Foreign Terrorist Organizations by the US State Department. It is proscribed in the United Kingdom. Serious political observers are at a loss to understand why the Official spokesperson of the Congress Party could have rationalized the formation of Indian Mujahideen in India i.e. as an organization formed as a reaction against the riots in Gujarat in 2002.

The UPA is in the tenth year of its existence. As the General Elections approach the UPA is confronted with a huge anti-incumbancy. There is a visible leadership failure. Its’ leadership is seen to be ineffective. Its’ governance is highly inadequate. The government has run out of ideas on how to bring the economy back on rail. The UPA has added corruption as a new Directive principle of state policy. The ten year misrule of the UPA reflects on how ‘The Indian story’ was effectively destroyed. After UPA’s miserable track record of governance the need for an effective and clean government are the key agendas for the forthcoming General Elections.

The conventional Congress strategy has been that whenever they fail at governance then they go back to the last resort i.e. the alleged charisma of the Congress Party’s first family. Unfortunately that charisma appears to be inadequate. The outgoing leadership of the UPA is perceived to be ineffective ; the incoming are perceived to be non-leaders.

Faced with both the crisis of governance and a lack of leadership, the UPA ‘s desperate strategy appears to be to deflect the agenda. Under no circumstances must the destruction of ‘The India’s story’ by the UPA be allowed to occupy the centre stage of the electoral agenda. The UPA has therefore only one option left. Communalize the polity in the country and change the electoral agenda. All those who want to throw the UPA out of office must understand that their focus must remain on the issues of governance which the UPA will try to duck.

The last few weeks have witnessed a crude attempt by the UPA leaders at this strategy. There are three visible indicators of this. Firstly, the UPA has concentrated its’ attack on Narender Modi. In Gujarat the initial strategy of the Congress was to excessively attack Modi. Modi always excelled in this political battle with Congress. He got the better of them. Finding this strategy counter-productive the Congress would then go back to the alternate strategy of pretending that Modi did not exist as far as their campaign was concerned. At the Centre the Congress strategy in the first phase comprised excessively attacking Modi. In the process they are conceding the centrestage to them. Soon they will realize the counter productivity of their strategy and move back to the alternative practice of pretending to ignore Modi.

Secondly, the Union Government’s strategy through the CBI in the Ishrat Jehan’s case has puzzled many. The CBI strategy has been to play down and eventually ignore the LeT connection and uncover the entire security apparatus of this country. Why did the first charge sheet remained silent on the LeT connection of the alleged victims? Did the Intelligence Bureau pick up details about this module from its sources in Kashmir ? Was the security apparatus of India and our Intelligence agencies not entitled to intercept communications of LeT, keep surveillance on them and eventually interrogate them? Were all these steps intended to check terrorism or were they steps in conspiracy to commit a crime? The answer to this question would lie on whether the alleged victims had a LeT connection or not. The CBI as the investigative arm of the government chooses to maintain silence on the LeT connection. Who deleted para 168 in the NIA interrogation of David Hadley where this module was mentioned on the LeT module? Did the CBI go the extent of even discrediting the voice of recordings of the LeT operatives and their Indian connection? Has the CBI struck a deal with some policemen who allegedly indulged in the encounter and changed their character from an accused to a witness so that they could discredit the Intelligence and Security set up of the country? Without going into the veracity of the encounter or otherwise I raise the above questions since they indicate that a conscious effort is being made to project the LeT module as a martyr and India’s security and Intelligence set up as the villain. Is this a conscious pact of a strategy to perpetuate vote bank at the cost of national security?

Thirdly, it is in this context that Shakeel Ahmed’s statement on the Indian Mujahideen must be analysed. After 9/11 there was a huge global focus on various terrorist groups . Pakistan was being accused of perpetuating cross-border terrorism in India. 9/11 had brought a major pressure on Pakistan to distance itself and its’ soil from terrorist activities. The SIMI was banned by the NDA government. It was in this context that the Indian Mujahideen was formed. Pakistan wanted to create an organization which appeared to be Indian and have a lot of Indian operatives. The bomb-making techniques and the financing came from across the border. Its’ Indian credentials gave to Pakistan a scope for deniability every time a terrorist attack took place. Since its formation the Indian Mujahideen has been responsible for a large number of attacks in India. The Congress Party’s spokesman has sought to re-write history. His effort is to somehow paint the Indian Mujahideen as an organization of the aggrieved who are victims of riots in Gujarat. He ignores the international context and Pakistan’s strategy behind the creation of Indian Mujahideen. This is yet another desperate attempt to communalise an issue of National Security.

India all set to achieve 80 per cent literacy rate by 2015: Dr. Pallam Raju

New Delhi: India is all set to achieve the Eighty percent literacy rate by 2015 and it will be a milestone for the India education and literacy mission. HRD Minister Dr. M.M.Pallam Raju said the fact while inaugurating an International Conference on Achieving Literacy for All. The literacy rate of India is 73 per cent at present as per the 2011 Census. He said that more than 20 crore people have become literates since the last Census of 2001 out of which more than half of them are females.

To achieve the goal of 80 per cent literacy by 2015, the HRM said that the HRD Ministry is restructuring the entire adult education system in the country with a paradigm shift to lifelong education. He announced that an appropriate administrative and if required legislative process will be initiated to integrate formal, non-formal and informal learning and to formally recognize forms of education other than formal. He clarified that recognition, validation and accreditation of learning obtained through adult education will be formalized by setting up equivalency framework.

Stressing on the fact that the Government is keen to continuously improve the quality of adult learning, the HRD Minister added that a Core Curriculum Framework for adult education has been developed and is currently undergoing consultative process. The Framework will address total quality management in adult literacy. Full support will be given to adult education by providing adequate resources including funding, research complemented by knowledge management systems and through other innovative means including use of computer ICT as a medium of instruction, he added.

Speaking on the occasion, the UN Resident Coordinator Ms. Lise Grande complimented India for fighting illiteracy and making achievements in the field of education sector. However, she said that India should continue with its struggle against illiteracy. More than seventy crore people globally do not know reading, writing and arithmetic and most of them are in India, China, Pakistan and Bangladesh/

The three- day International Conference will focus on effective, innovative approaches to scale up literacy, reduce gender disparities and create a literate world. The Conference has been organized by National Literacy Mission Authority (NLMA), India along with UNESCO and UNESCO Institute for Lifelong Learning (UIL).
