Meeting was attended by Cabinet Secretary, Principal Secretary to PM, Health Secretary, and other senior officials concerned.</div></span><p></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;">The Prime Minister took a detailed and comprehensive review of status of COVID management covering various issues. Emergency Use Authorisation or Accelerated Approval has been granted by the National Regulator for two vaccines (Covishield and Covaxin) which have established safety & immunogenicity.</span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;">The PM was also briefed about the preparedness status of the Centre in close collaboration with the State and UT governments for roll out of the vaccine in the near future. The vaccination exercise in underpinned by the principles of people’s participation (Jan Bhagidari); utilizing experience of elections (booth strategy) and Universal Immunization Program (UIP); no compromise of existing healthcare services, especially national programs and primary health care; no compromise on scientific and regulatory norms, other SOPs; and an orderly and smooth implementation driven by technology.</span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;">The roll-out of COVID-19 vaccine will provide priority to the healthcare workers and the frontline workers who are estimated to be around 3 cr, followed by those above 50 years of age and the under-50 population groups with co-morbidities numbering around 27 cr.</span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;">The Prime Minister was also apprised about the Co-WIN Vaccine Delivery Management System. The unique digital platform will provide real time information of vaccine stocks, their storage temperature and individualized tracking of beneficiaries of the COVID-19 vaccine. This platform will assist the program managers across all levels through automated session allocation for pre-registered beneficiaries, their verification and for generating a digital certificate upon successful completion of the vaccine schedule. More than 79 lakh beneficiaries have been already registered on the platform.</span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;">As the vaccinators and vaccine administrators comprise a crucial pillar of the vaccination exercise, their training process was detailed out. 2,360 participants were trained during national level Training of Trainers which comprised state immunization officers, cold chain officers, IEC officials, development partners etc. More than 61,000 programme managers, 2 lakh vaccinators and 3.7 lakh other vaccination team members have been trained so far as part of trainings at States, Districts and Block levels.</span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;">The Prime Minister was also apprised on the three phases of dry runs having been conducted across the country. The third dry run was conducted yesterday across 615 districts covering 4895 session sites in 33 States/UTs.</span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;">After the detailed review, it was decided that in view of the forthcoming festivals including Lohri, Makar Sankranti, Pongal, Magh Bihu etc., the COVID19 vaccination will start from 16th January 2021.</span></p>

National Fellowship for OBC students</span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;">The scheme aims at providing financial assistance to the OBC students in obtaining quality higher education leading to degrees such as M.Phil and Ph.D in universities, research institutions and scientific institutions.</span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;">The scheme is designed to provide a total number of 1000 Junior Research Fellowships per year to undertake advanced studies and research leading to M.Phil. /Ph.D. Degrees, who have qualified in the following tests: i)National Eligibility Test  – Junior Research Fellowship (NET-JRF) of UGC (for Humanities/Social Sciences) or ii) UGC-Council of Scientific and Industrial Research (UGC-CSIR) NET-JRF Joint Test (for Sciences)</span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;">The scheme covers all universities/institutions recognized by the University Grants Commission (UGC) and are implemented by the UGC itself on the pattern of the scheme of UGC Fellowships being awarded to research students pursuing M.Phil. and Ph.D.</span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;"><b>Salient features of the Scheme:</b></span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;"> The scheme is now implemented by the Ministry through the designated Central Nodal Agency; National Backward Classes Finance and Development Corporation (A Govt. of India Undertaking, under the administrative control of Ministry of Social Justice & Empowerment and All universities/institutions recognized by the University Grants Commission (UGC).</span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;"><b>Eligibility </b></span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;">Eligibility conditions are as per notification for UGC-NET and CSIR-UGC-NET examinations. The rate of fellowship for JRF level is Rs.31000 per month and for SRF level it is Rs.35000 per month, besides contingencies amount. Out of 1000 slots available under this scheme, 750 will be allocated for the subjects under National Eligibility Test – Junior Research Fellowship (NET-JRF) of UGC and remaining 250 UGC-Council of Scientific and Industrial Research (UGC-CSIR) NETJRF joint test (for Science streams). These 1000 slots will be over and above the OBC Students selected under the normal reservation policy of the Government. Dr. Ambedkar Scheme of Interest Subsidy on Educational Loans for Overseas Studies for Other Backward Classes (OBCs) & Economically Backward Classes (EBCs)</span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;"> “Dr. Ambedkar Scheme of Interest Subsidy on Educational Loans for Overseas Studies for Other Backward Classes (OBCs) and Economically Backward Classes (EBCs)”</span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;">This is a Central Sector Scheme to provide interest subsidy to the student belonging to the OBCs and EBCs on the interest payable for the period of moratorium for the Education Loans for overseas studies to pursue approved courses of studies abroad at Masters, M.Phil. and Ph.D. level.</span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;"><b>Salient features of the Scheme:</b></span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;"> The scheme is implemented through the Canara Bank (the Nodal bank for the scheme). The Scheme is applicable for higher studies abroad. The interest Subsidy shall be linked with the existing Educational Loan Scheme of Indian Banks Association (IBA) and restricted to students enrolled for course at Masters, M.Phil and Ph.D level. The students should have secured admission in the approved courses at Masters, M.Phil or Ph.D levels abroad for the courses listed in the guidelines. </span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;">For OBC candidates, total income from all sources of the employed candidate or his/her parents/guardians in case of unemployed candidate shall not exceed present Creamy Layer criteria.  For EBC candidates, total income from all sources of the employed candidate or his/her parents/guardians in case of unemployed candidate shall not exceed Rs.5.00 lakh per annum , 50% of the total financial assistance is reserved for women candidates. </span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;">Under the scheme, 100% interest payable by the students availing the education loans of the IBA for the period of moratorium (i.e. course period, plus one year or six months after getting job, whichever is earlier) as prescribed under the Education Loan Scheme of the IBA, shall be borne by the Government of India.  After the period of moratorium is over, the interest on the outstanding loan amount shall be paid by the student, in accordance with the existing Educational Loan Scheme as may be amended from time to time. The candidate will bear the Principal installments and interest beyond moratorium period. He expressed his deeply felt happiness on getting to be amidst devotees and spiritual leaders several times in the recent times. The MALABAR Exercise is an annual multilateral naval wargaming exercise that began in 1992 between the navies of India and the United States. Japan joined the exercise in 2015, while Australia became part of it in 2020.</span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;">Australia and India upgraded their bilateral relationship from a Strategic Partnership in 2009 to Comprehensive Strategic Partnership (CSP) in 2020. </span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;">Over the years, they have put in place several institutional mechanisms to promote their bilateral cooperation, including high-level visits, annual meetings of Prime Ministers, the Foreign Ministers’ Framework Dialogue, 2+2 Defence and Foreign Ministers’ Dialogue, Joint Trade and Commerce Ministerial Commission, Defence Policy Talks, Australia-India Education Council interactions, Defence Services Staff Talks, Energy Dialogue, and consultations of Joint Working Groups on different issues. </span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;">In Jun 20, the two sides signed the pact that enables reciprocal access to military bases for logistics support, the Mutual Logistics Support Agreement (MLSA) that allows the militaries of the two countries to use each other’s bases for repair and replenishment of supplies, besides scaling up overall defence cooperation.</span></p>

However we are clarifying on the import duty on findings which are raw material in character for manufacture of jewllery. Union Finance Minister has also rationalised the import duty on silver by proposing to increase the import duty on silver dore, bars and articles to align them with that on gold and platinum.  However that will have a net effect of increase of around 5% duty at import level for silver resulting in increase of price for silver products domestically.</span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;"> The industry had recommended Reduction in Import Duty on Gold/Silver and platinum which has not been considered in the Budget. Council will continue to pursue the same with the Government for the overall welfare of the industry.</span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;"> The enhancement of Income Tax limit to Rs. 7 lakh will benefit workers in the gem & jewellery industry. Nirmala Sitaraman made five major announcements with respect to personal income tax while presenting the Union Budget 2023-24 in Parliament today.  These announcements pertaining to rebate, change in tax structure, extension of benefit of standard deduction to the new tax regime, reduction of highest surcharge rate and extension of limit of tax exemption on leave encashment on retirement of non-government salaried employees will provide substantial benefits to the working middle class.</div></span><p></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;">In her first announcement regarding rebate, she proposed to increase the rebate limit to Rs.7 lakh in the new tax regime, which would mean that the persons in the new tax regime, with income up to Rs. 7 lakh will not have to pay any tax. An individual with an annual income of Rs. 9 lakh will be required to pay only Rs. 45,000/-. This is only 5 per cent of his or her income. It is a reduction of 25 per cent on what he or she is required to pay now, i.e. Rs. 60,000/-. Similarly, an individual with an income of Rs. 15 lakh would be required to pay only Rs. 1.5 lakh or 10 per cent of his or her income, a reduction of 20 per cent from the existing liability of Rs. 1,87,500/.</span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;"><br /></span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;"><br /></span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;">The third proposal of the budget provides major relief to the salaried class and the pensioners including family pensioners as the Finance Minister proposed to extend the benefit of standard deduction to the new tax regime. Each salaried person with an income of Rs. 15.5 lakh or more will thus stand to benefit by Rs. 52,500/-.  At present, standard deduction of Rs. 50,000/- to salaried individuals and deduction from family pension up to Rs. 15,000/- is currently allowed only under the old regime.</span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;">As part of her fourth announcement with respect to personal income tax, Smt. Nirmala Sitaraman proposed to reduce the highest surcharge rate from 37 per cent to 25 per cent in the new tax regime for income above Rs. 2 crore.  This would result in reduction of the maximum tax rate to 39 per cent from the present 42.74 per cent, which is among the highest in the world. However, no change in surcharge is proposed for those who opt to be under the old regime in this income group.</span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;">As part of the fifth announcement, the budget proposed extension of limit of tax exemption on leave encashment to Rs. 25 lakh on retirement of non-government salaried employees in line with the government salaried class. First, at the Bharathi Women’s College, CM Shri Arvind Kejriwal virtually launched 26 Schools of Excellence and 15 Model Schools in presence of CM Thiru MK Stalin. Both the CMs then launched the Puthumai Penn Thittam Scheme and distributed special kits and debit cards to female students of the state. After this event, they headed for a tour of the Anna Centenary Library. Here, the Delhi CM accompanied by his TN counterpart interacted with the students of the state and sought their views on the education sector. These 26 schools will act as platforms that will groom talent, nurture the spirit of sportsmanship and diligence while providing exposure to internal and external opportunities, thereby broadening the horizons for students and teachers. In order to lay a strong foundation towards realising the vision, the infrastructure of Schools of Excellence will be upgraded to meet the needs of the learning outcomes. Each of the schools will be provided well equipped classrooms as per need defined by Pupil-Teacher-Ratio.
