National Fellowship for OBC students</span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;">The scheme aims at providing financial assistance to the OBC students in obtaining quality higher education leading to degrees such as M.Phil and Ph.D in universities, research institutions and scientific institutions.</span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;">The scheme is designed to provide a total number of 1000 Junior Research Fellowships per year to undertake advanced studies and research leading to M.Phil. /Ph.D. Degrees, who have qualified in the following tests: i)National Eligibility Test  – Junior Research Fellowship (NET-JRF) of UGC (for Humanities/Social Sciences) or ii) UGC-Council of Scientific and Industrial Research (UGC-CSIR) NET-JRF Joint Test (for Sciences)</span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;">The scheme covers all universities/institutions recognized by the University Grants Commission (UGC) and are implemented by the UGC itself on the pattern of the scheme of UGC Fellowships being awarded to research students pursuing M.Phil. and Ph.D.</span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;"><b>Salient features of the Scheme:</b></span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;"> The scheme is now implemented by the Ministry through the designated Central Nodal Agency; National Backward Classes Finance and Development Corporation (A Govt. of India Undertaking, under the administrative control of Ministry of Social Justice & Empowerment and All universities/institutions recognized by the University Grants Commission (UGC).</span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;"><b>Eligibility </b></span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;">Eligibility conditions are as per notification for UGC-NET and CSIR-UGC-NET examinations. The rate of fellowship for JRF level is Rs.31000 per month and for SRF level it is Rs.35000 per month, besides contingencies amount. Out of 1000 slots available under this scheme, 750 will be allocated for the subjects under National Eligibility Test – Junior Research Fellowship (NET-JRF) of UGC and remaining 250 UGC-Council of Scientific and Industrial Research (UGC-CSIR) NETJRF joint test (for Science streams). These 1000 slots will be over and above the OBC Students selected under the normal reservation policy of the Government. At least 5% of the total seats should be reserved for students with disabilities while making selection of candidates for award of fellowships by the UGC.</span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;">Achievements: Rs.40.11 crore has been released during 2023-24 (pto 3rd Quarter)</span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;">Component 2. Dr. Ambedkar Scheme of Interest Subsidy on Educational Loans for Overseas Studies for Other Backward Classes (OBCs) & Economically Backward Classes (EBCs)</span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;"> “Dr. Ambedkar Scheme of Interest Subsidy on Educational Loans for Overseas Studies for Other Backward Classes (OBCs) and Economically Backward Classes (EBCs)”</span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;">This is a Central Sector Scheme to provide interest subsidy to the student belonging to the OBCs and EBCs on the interest payable for the period of moratorium for the Education Loans for overseas studies to pursue approved courses of studies abroad at Masters, M.Phil. and Ph.D. level.</span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;"><b>Salient features of the Scheme:</b></span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;"> The scheme is implemented through the Canara Bank (the Nodal bank for the scheme). The Scheme is applicable for higher studies abroad. The interest Subsidy shall be linked with the existing Educational Loan Scheme of Indian Banks Association (IBA) and restricted to students enrolled for course at Masters, M.Phil and Ph.D level. The students should have secured admission in the approved courses at Masters, M.Phil or Ph.D levels abroad for the courses listed in the guidelines. </span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;">For OBC candidates, total income from all sources of the employed candidate or his/her parents/guardians in case of unemployed candidate shall not exceed present Creamy Layer criteria.  For EBC candidates, total income from all sources of the employed candidate or his/her parents/guardians in case of unemployed candidate shall not exceed Rs.5.00 lakh per annum , 50% of the total financial assistance is reserved for women candidates. </span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;">Under the scheme, 100% interest payable by the students availing the education loans of the IBA for the period of moratorium (i.e. course period, plus one year or six months after getting job, whichever is earlier) as prescribed under the Education Loan Scheme of the IBA, shall be borne by the Government of India.  After the period of moratorium is over, the interest on the outstanding loan amount shall be paid by the student, in accordance with the existing Educational Loan Scheme as may be amended from time to time. The candidate will bear the Principal installments and interest beyond moratorium period. He expressed his deeply felt happiness on getting to be amidst devotees and spiritual leaders several times in the recent times. He mentioned the opportunities to be associated with Uniya Maa, Mata Amba Ji and Annapurna ji Dham in quick succession recently.  He called this ‘Hari Kripa’, god’s grace.</span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;">The Prime Minister said that the project of establishing four such statues in the four corners of the country is a reflection of the resolve of ‘Ek Bharat Shresth Bharat’. She added that these destinations will be selected through challenge mode using an integrated and innovative approach while the focus of development of tourism would be on domestic as well as foreign tourists.</span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;">The Finance Minister proposed to launch an App in which all the relevant aspects of the tourist destination would be made available, in addition to aspects such as physical connectivity, virtual connectivity, tourist guides, high standards for food streets and tourists’ security, to enhance tourist experience.</span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;">To strengthen the domestic tourism, Sector specific skilling and entrepreneurship development will be dovetailed to achieve the objectives of the ‘Dekho Apna Desh’ initiative, the Budget 2023-24 proposed. To encourage tourism in the border villages, tourism infrastructure and amenities will be facilitated under the Vibrant Villages Programme, announced the Finance Minister.</span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;">Speaking about the various tourism schemes, Smt. Sitharaman said “‘Dekho Apna Desh’ initiative was launched as an appeal by the Prime Minister to the middle class to prefer domestic tourism over international tourism while ‘Swadesh Darshan Scheme’ was launched for integrated development of theme-based tourist circuit.”</span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;">The Minister said Unity Mall, to promote and sell State’s own One District, One Product (ODOPs), Geographical Indication (GI) and other handicraft products, will be set up in states. She further added that States would be encouraged to set up such Unity Mall in the capital city or most prominent tourism centre or the financial capital and also provide space for ODOPs & GI products of other States as well.</span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;">“The country offers immense attraction for domestic as well as foreign tourists. There is a large potential to be tapped in tourism. The sector holds huge opportunities for jobs and entrepreneurship for youth in particular. Promotion of tourism will be taken up on mission mode, with active participation of states, convergence of government programmes and public-private partnerships.” said the Finance Minister talking about the potential of Tourism in India.</span></p>

Nirmala Sitaraman made five major announcements with respect to personal income tax while presenting the Union Budget 2023-24 in Parliament today.  These announcements pertaining to rebate, change in tax structure, extension of benefit of standard deduction to the new tax regime, reduction of highest surcharge rate and extension of limit of tax exemption on leave encashment on retirement of non-government salaried employees will provide substantial benefits to the working middle class.</div></span><p></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;">In her first announcement regarding rebate, she proposed to increase the rebate limit to Rs.7 lakh in the new tax regime, which would mean that the persons in the new tax regime, with income up to Rs. 7 lakh will not have to pay any tax. An individual with an annual income of Rs. 9 lakh will be required to pay only Rs. 45,000/-. This is only 5 per cent of his or her income. It is a reduction of 25 per cent on what he or she is required to pay now, i.e. Rs. 60,000/-. Similarly, an individual with an income of Rs. 15 lakh would be required to pay only Rs. 1.5 lakh or 10 per cent of his or her income, a reduction of 20 per cent from the existing liability of Rs. 1,87,500/.</span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;"><br /></span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;"><br /></span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;">The third proposal of the budget provides major relief to the salaried class and the pensioners including family pensioners as the Finance Minister proposed to extend the benefit of standard deduction to the new tax regime. Each salaried person with an income of Rs. 15.5 lakh or more will thus stand to benefit by Rs. 52,500/-.  At present, standard deduction of Rs. 50,000/- to salaried individuals and deduction from family pension up to Rs. 15,000/- is currently allowed only under the old regime.</span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;">As part of her fourth announcement with respect to personal income tax, Smt. Nirmala Sitaraman proposed to reduce the highest surcharge rate from 37 per cent to 25 per cent in the new tax regime for income above Rs. 2 crore.  This would result in reduction of the maximum tax rate to 39 per cent from the present 42.74 per cent, which is among the highest in the world. However, no change in surcharge is proposed for those who opt to be under the old regime in this income group.</span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;">As part of the fifth announcement, the budget proposed extension of limit of tax exemption on leave encashment to Rs. 25 lakh on retirement of non-government salaried employees in line with the government salaried class. Over 80 cutting-edge technologies developed by IIT Delhi researchers were showcased as product demonstrations at the Industry Day event. 130+ industry-relevant concept posters created by the students of IIT Delhi were also on display.</span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;">A Microsoft Halolens-based Augmented Reality (AR) platform for early intervention and  joint attention training-based rehabilitation for children with Autism Spectrum Disorder (ASD), wearable Sensors for real-time Healthcare Monitoring, Infection-resistance Polymeric Scaffolds for Wound Healing, bio-medical implant applications were just a few of the many innovations being developed at IIT Delhi that caught the attention of business leaders attending the Industry Day.</span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;"><br /></span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;">Other technologies discussed at the event were in-built solar charge controllers for refrigerators, waterless urinals, plasma gasification technology for municipal solid waste treatment and energy recovery, a smartphone-based rapid diagnostic-test reader for albuminuria; surveillance drones developed in India; two-wheelers running on compressed biogas; SARS COV2 RTPCR assay for COVID-19; Using methods of Machine Learning, and developing an understanding of How Social Media Can Help With Digital Mental Health.</span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;">In addition, the use of a bacterial biosorbent for lead recovery, the creation of a reusable porous alumina-based device for the removal of heavy metal ions from water bodies and affluents discards, and the investigation of a neuromorphic approach for hand prosthetics were other projects that were also showcased and generated interest alongside charging of electric vehicles wirelessly, using coexisting communication over the TV broadcast spectrum,the development of the OpenAirInterface software designed for cutting-edge 5G wireless, Industry 5.0 and its implications for food safety and security in the post-COVID age, as well as the state of wireless research and standardisation beyond 5G, the development of underwater visible light communication.</span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;">A few examples of the cutting-edge research by IIT Delhi that were a part of discussions and deliberations included an artificial intelligence-based portable device for rapid detection of epilepsy, extremely cold climate clothing for defense personnel, a means of providing power to biomedical devices and healthcare systems, electric vehicle power converters, a hand exoskeleton for paralytics, recyclable syringes for wastewater treatment, technologies for electric vehicles, and several more.</span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;">Sponsored research has been a key driver for research and an innovative ecosystem at IIT Delhi. In  2021-22, 286 sponsored projects were undertaken with sanctioned funds worth Rs 351.9 crore.  In this period, IIT Delhi took 346 consultancies and signed 14 MoUs with eminent institutions.  In 2021-22, 148 patents were filed by IIT Delhi and in 2021, 3513 research papers were published.</span></p><p style="text-align: justify;"><span style="font-family: georgia; font-size: large;">The inaugural session was attended by faculty, senior representatives from industry, research sponsoring partners and students. </span></p>

In order to lay a strong foundation towards realising the vision, the infrastructure of Schools of Excellence will be upgraded to meet the needs of the learning outcomes. Each of the schools will be provided well equipped classrooms as per need defined by Pupil-Teacher-Ratio.
